10A ST LOUIS POST- DISPATCH TUESDAY, APRIL 18, 1989; Lawyer Gets Probation; Took Stolen Car As Fee Air Force Accepts Final C-5 Galaxy A chapter in U.S. military flight history closed Monday when the Air Force's last C-5 Galaxy, the largest operational aircraft in the world, rolled off the assembly line at Lockheed Aeronautical Systems in Marietta, Ga. The next chapter will begin with delivery of the first McDonnell Douglas C-17, scheduled for the fall of 1991. Gen. Duane H.

Cassidy of Scott Air Force Base, commander in chief of U.S. Transportation Command and Military Airlift Command, accepted the last C-5 and flew it to Dover Air Force Base, Del. It will be assigned to Military Airlift Command's 436th Military Airlift Wing there. Accompanying Cassidy was a predecessor and former boss, retired Gen. Jack J.

Catton, who accepted the first C-5 Galaxy In December 1969 and, flew it to Altus Air Force Base, Texas. Cassidy was on that flight, too, more than 19 years ago. He was then i major and Catton's aide. With the delivery on Monday, 127 Galaxies are In operation. All are operated by Military Airlift Command although none are based at Scott, where the command has its headquarters.

FUNERAL NOTICES fees he owed Philipp, Mehan said. Blount is serving a prison term on unrelated charges, Mehan said. He has prior convictions for auto theft and bad checks and faces charges in New Albany, In the theft of the Porsche. Glendale police said Philipp had told them that he was test-driving the car when they arrested him on Kirk-ham Avenue on Dec. 5, 1987.

He was arrested after police made a random check of the car's license plates. Before a county grand jury last year, Philipp denied that he had known that the car was stolen, Mehan said. In court on Monday, Philipp referred to "extenuating circumstances" and appeared on the verge of withdrawing his plea of guilty. O'Brien finally asked Philipp if he was entering his guilty plea "free and voluntarily." Philipp replied affirmatively. Mehan said it was his duty to report the conviction to the Missouri Bar Association so that the lawyers group and the Missouri Supreme Court could determine if Philipp should lose his license to practice law.

By William C. Lhotka Of the Post-Dispatch Staff A lawyer from St. Louis County may be faced with disbarment after accepting a stolen car from a client in lieu of payment. Timothy Philipp, 30, whose law offices are in west SL Louis County, was placed Monday on three years' probation after pleading guilty to a charge of tampering, a felony. He was sentenced in St.

Louis County Circuit Court by Judge Emmett M. O'Brien. The charge is based on allegations that Philipp knowingly drove a stolen Porsche for about seven months in 1987 before his arrest by Glendale police. Thomas Mehan, an assistant prosecutor, said the 1978-model sports car had been stolen in Mississippi by a former client of Philipp, who drove it as far as Cape Girardeau, where the car broke down. The thief, said to be Travis Blount of St.

Charles County, then stole a pickup truck and a trailer in separate thefts, drove back to Cape Girardeau, returned to St. Louis with the Porsche and gave it to Philipp in lieu of legal Israelis Kill Two Teens; 1 1 Arabs Slain In 5 Days were setting up a mobile militia and using attack dogs to defend their houses against stone-throwing attacks. "We've decided to create a trained group of people that would not interfere with the army but will reach troublesome spots and help defend Jewish houses in Hebron," said Aharon Domb, the settlers' leader. "We'll also secure Jewish houses by using guard and attack dogs, to be unleashed only in emergency situations." Also Monday, a Palestinian human rights group sought immediate international protection for Arabs in the occupied territories following a raid Thursday on the West Bank village of Nahalin in which four Palestinians were killed. "We can only describe what happened as planned massacre against a village, which was not guilty of any crime deserving such punishment," Mustafa Abu Adnah, a resident of Nahalin, said at a news conference in East Jerusalem.

On the diplomatic front, Prime Minister Yitzhak Shamir rejected Palestinian demands for at least a partial withdrawal of the army as a condition for agreeing to elections in the occupied lands. "There is nothing to talk about regarding changes in the deployment of Israeli army forces," Shamir said on Israel army radio. Compiled From News Services JERUSALEM Israeli soldiers shot two teen-agers to death on Monday, the latest victims in an upsurge of violence that has claimed 11 Palestinian lives in five days. The two were killed in stone-throwing protests at funerals for earlier victims of army gunfire, Arab reports said. One was killed in the occupied West Bank, the other in the occupied Gaza Strip.

A third Palestinian, a 50-year-old man, died Monday of spinal injuries that a hospital official said had been inflicted in a severe beating by soldiers. In Monday's violence, soldiers opened fire as several hundred Arab youths threw stones, waved outlawed Palestinian flags and set tires ablaze in a funeral procession in the Dheishe refugee camp near the West Bank town of Bethlehem, Arab reports said. In the Jabaliya refugee camp in the Gaza Strip, soldiers opened fire on stone-throwing youths after the funeral for the 50-year-old man who died earlier Monday, Arab witnesses said. Monday's deaths bring to 437 the number of Palestinians killed in the 16-month uprising. Eighteen Israelis also have perished.
