Application Deadline For Magistrate's Post ST. LOUIS: A deadline of June 23 has been set for lawyers to submit applications for a position as a federal magistrate in St. Louis.

The Judicial Conference of the United States has authorized appointment of a replacement for U.S. Magistrate William S. Bahn, who plans to retire late this year. The job pays $82,340 a year. Qualified applicants are lawyers who have been members in good standing of the Missouri Bar for at least five years and have been practicing law for at least five years.

Applicants must be less than 70 years old and must not be related to a U.S. District Court judge. A merit selection panel will recommend five applicants to the court, which will appoint the new magistrate. Application forms are available from Eyvon Mendenhall, the court's clerk, at the U.S. Court House, 1114 Market Street, or from Donald J.

Stohr, chairman of the selection panel. Stohr is a member of the law firm of Thompson Mitchell. its gasoline tax revenue to city and county governments. In Missouri, the total is 25 percent. i Adorjan said that over the Jast five years, the 40 percent had amounted to $659 million.

If the current session of the Legislature raises the Illinois gasoline tax to 19 cents a gallon from 13 cents, local governments will get an additional $176 million over the next five years, Adorjan said. In 1986, the U.S. Transportation Department said 64 percent of all Missouri bridges not just county bridges were functionally obsolete or structurally deficient, the highest in the nation. The national percentage was 42 percent Donehue said the Missouri Highway Department had in recent years been giving more federal money to counties for bridge repair. This, together with local sales taxes in some counties, has removed 2,000 bridges from the structurally deficient category since 1984, she said.

But such slow work cannot be changed unless the Legislature makes changes, Donehue said. She suggested a 1-cent increase in the Missouri 11-cent-per-gallon gasoline tax dedicated only for bridge re- pair. Another possibility, she said, is the often-defeated plan from the county association to give counties a greater share of revenue from the 11-cent tax. The association's plan is td raise to 15 percent, from 10 percent, the amount which counties get. This would cut the state's share to 70 percent, from 75.

Lindecke Missouri Political Correspondent Another study showing Missouri to have the worst bridges in the nation brought a call Wednesday from the Missouri Association of Counties for mere state money for bridge repair. Juanita Donehue, executive director of the association, said that at the rate Missouri counties are able to fix their bridges, the job won't be done before 2020. She said counties have 10,700 structurally deficient bridges, meaning "they possibly could collapse." Wayne Muri, chief engineer of the Missouri Highway and Transportation Department, said he was not optimistic about getting more federal or state financial help for county bridges. "Counties will have to raise more money at their level" through local sales taxes or property tax increases, Muri said.

The National Association of Counties released on Tuesday a survey showing that 75.9 percent of county-maintained bridges in Missouri need major repair or total replacement. This was the worst rating. Following Missouri were Texas, 70.1 percent; Oklahoma, 68.3 percent; Arkansas, 63.3; and Alabama and Mississippi, 60.4. Illinois had only 13 percent of its county bridges in such poor shape, placing it third in the nation behind Washington's 9.6 percent and Oregon's 10.5. He began teaching in Mound Valley, and also taught and coached for eight years in Webb City, Mo. Mr. Shonk was in the Army Medical Corps in World War II and was active in the American Legion. Surviving are his wife, B. Nadine Shonk of Joplin; and two brothers, Dean Shonk of Gonzales, and Don Shonk of Coffeyville, Kan.

Mr. Shonk, 70, died Tuesday at his home in Joplin, apparently after suffering a heart attack. Mr. Shonk began teaching industrial arts in 1948 in the Wellston School District. From 1972 to 1978, he was business manager for the district.

Crank, a former photographer, photo editor and aviation writer for The Kansas City Star and The Kansas City Times, will be at I p.m. today at Speaks Suburban Cha-pel in Independence.

Burial will be in Woodlawn Cemetery. Mr. Crank, 68, died Monday of cancer at his home in Independence. Known as Abe or A.B., he was born in Columbia, and grew up in Mober-. ly, where he graduated from Mo-berly Junior College.

He was a civilian flight instructor for the Army when the United States entered World War II. He was com missioned a second lieutenant in 1942 and served with the Army Air Forces in Europe. Mr. Crank Joined the Times staff in 1951 as a photographer. Later, he worked as a photographer and aviation writer for The Star and became photo editor in the early 1970s.

He retired in 1981. Mr. Crank had been a licensed pilot for more than 50 years. Surviving are his wife, Dorothy M. Crank; two daughters, Erin L.

Crank of Independence and Glenda Holste of North Oaks, a brother, Phillip L. Crank of Raleigh, N.C.; and two grandsons. Kenton P. Schoen, 61; Former Executive A funeral for Kenton P. Schoen, a former executive here, was held Tuesday in Louisville, Ky.

His body was cremated. Mr. Schoen, 61, died last Thursday of cancer at the M.D. Anderson Hospital in Houston. Mr.

Schoen, originally from Louisville, graduated from the University of Louisville about 1952 and began his career there with Mengle Box Co. The company was later bought by Container Corp. of America, which was more recently acquired by Jefferson Smur-fit Corp. Mr. Schoen lived in Clayton in the 1960s when he was sales manager of Container office in Chesterfield.

He later was transferred to the company's corporate headquarters in Chicago, where he retired in 1987 as manager of corporate accounts. Surviving are his wife, Retta Jeffers Schoen of Louisville; two daughters, Retta Leritz of St. Louis and Lisa Queen of Orlando, two sons, Kenton P. Schoen Jr. of Jacksonville, and Todd Schoen of Pompano Beach, his mother, Kenton Taylor of Louisville; a brother, Donald Schoen of Brisbane, Australia; and five grandchildren.

Friday at Lupton Chapel, 7233 Delmar Boulevard, University City. Burial will be in Calvary Cemetery. Dr. Wenner, of Frontenac, died Tuesday at the St. John's Mercy Medical Center's Skilled Nursing Center, in Creve Coeur, after a lengthy bout with cancer.

He was 88. Dr. Wenner grew up in Wilkes-Barre, and graduated in the early 1930s from the Washington University Medical School. He worked for 29 years as associate director of the medical department at the UpJohn Co. in Kalamazoo, Mich.

He retired in 1966 and moved to Frontenac. Surviving are his wife, Charlotte Rossi Wenner of Frontenac; two daughters, Lilykate W. Light of Chicago and Stephanie W. Warburg of Boston; a son, Mark W. Wenner of Ladue; and six grandchildren.
