LOUIS POST-DISPATCH 13C Americans On The Move Tend To Head South, Government Says WASHINGTON (AP) Most Amer-leans who move don't venture far from home, but those who switch states seem to prefer to head south, the Census Bureau says. Southern states reported a net gain of 279,000 movers between March 1986 and March 1987, the bureau said last week. The analysis of people who moved during that time found that 18.1 percent of all Americans had relocated, about the same as in the year before, amounting to about 42.5 million people changing homes. Those movers included 27.2 million who moved within the same county, 8.8 million who moved to another county in the same state and 6.6 million who changed states.

In addition, 1.1 million people moved in from abroad. The South's strong showing resumes the trend of the early 1980s when that region was the largest gainer as millions of Americans flocked to the Sun Belt. In 1984-85 and 1985-86, the attractiveness of the South seemed to slip, with the Western states showing the largest gain from movers. But the new study shows the West back in second place, adding 166,000 movers to its population in the 1986-87 period. Most of the 1986-87 movers who changed regions 334,000 came from the Northeast, with the remaining 111,000 leaving the Midwest, according to the study.

Overall mobility has been relatively steady this decade, slightly below the 20 percent annual rates recorded In the 1960s and 1970s. There was a jump back to the 20 percent moving rate in 1984-85, which some analysts attributed to pent-up demand among people who had postponed moves during the recession early in the decade. Since then, the rate has evened out again. The 1986-87 analysis found that movement into metropolitan areas was continuing, with a net gain of 932,000 people. Within these areas, the suburbs were doing the growing.

Central cities lost 1 million people over the year, while suburbs grew by 1.9 million. Hispanic Americans moved more often than Americans in general, relocating at a 22.6 percent rate. Blacks recorded a 19.6 percent mobility rate and non-Hispanic whites had a 17.4 percent rate. Other findings of the study: Young adults were the most mobile Americans, with 34.7 percent of those aged 20 to 24 moving during the year, and a 31.8 percent rate for people aged 25 to 29. Men were somewhat more likely to have moved than women 18.4 percent compared to 17.8 percent.

Being a member of a family tended to add to stability. People living in a family had a 16.4 percent rate of mov-ing, compared with 22.1 percent for people living alone or with unrelated people. People who had completed four years of college had the highest mobility rate, 21.8 percent. People who attended college but didn't graduate were next at 19.6 percent. People who had gone on to graduate school moved at about the same rate as those who finished only high school, 17 percent.

Piel, Nellie (Nell) sumed top jobs were nominated by Bush and confirmed by the Senate. Thirteen others including Secretary of the Treasury Nicholas F. Brady, Education Secretary Lauro F. Ca-vazos and Attorney General Dick Thornburgh were kept from President Ronald Reagan's administration. At a comparable point eight years ago, 114 of the top positions under Reagan were filled.

No reliable tally exists from the first weeks of Jimmy Carter's administration, but the consensus of people in Congress and elsewhere who were in Washington in 1977 is that an even larger number of senior officials were in office. Untermeyer said that the pace of appointments actually had been much faster than the number of people in place would suggest. As of May 8, he said, Bush had nominated 80 people who have yet to be confirmed by the Senate and had announced his intention to nominate 79 others, pending background reviews by the FBI. Added to the 69 who are on the job, that is a total of 228 decisions. At this time in 1981, Reagan had selected a total of 163 people for the policy-making posts, White House records show, but most of them had been sworn in.

A main cause of delay, Untermeyer said, is the emphasis Bush is placing on conflict-of-interest standards. As a result, the FBI is scrutinizing potential nominees more carefully than in past years, and officials are taking more time to get their financial affairs in order. Another factor, Untermeyer said, is Bush's determination to recruit women and members of minority groups for important jobs. About 25 percent of those selected so far are not white men, he said. 1989, New York Times News Service WASHINGTON Sixteen weeks after President George Bush took office, 80 percent of the senior positions in government departments and agencies have yet to be filled.

Critics in Congress and some inside the administration maintain that the pace of appointments, much slower than in previous presidencies, has led to a backlog of problems and has prevented the new administration from making its mark quickly. According to White House records, only 69 of the 341 top policy-making jobs in the government had been filled at the beginning of last week. These jobs are Cabinet and sub-Cabinet officers through the level of assistant secretary and the senior positions in the main independent agencies like the National Aeronautics and Space Administration and the Environmental Protection Agency. Chase Untermeyer, the administration's personnel director, defends what he calls the "deliberate" pace in making appointments. He attributes it mainly to the fact that this is the first time in 60 years that a president has begun his term succeeding a president of the same party.

Because "friendlies are already sitting in the desks" and "this is an administration of continuity," he said, "we have the historic opportunity to find people of the best possible quality." But at least three Cabinet members Commerce Secretary Robert A. Mosbacher, Transportation Secretary Samuel K. Skinner and the secretary of health and human services, Dr. Louis W. Sullivan have complained in social situations to members of Congress and others that they are frustrated by delay in filling important posts in their departments.

In the center of Saratov they took more hostages, including the mother and child, and barricaded themselves in an apartment, Tass said. Saratov, a city of 873,000 people, is about 450 miles southeast of Moscow. The men from the KGB took over the operation, and negotiations continued for more than 24 hours. Early Friday, the KGB decided to storm the apartment. All the hostages were released and the criminals were taken alive, Tass said.

1989, Reuters News Service MOSCOW The KGB staged a dramatic rescue in a Russian city last week, arresting four escaped convicts and freeing hostages who had been held at gunpoint for more than 24 hours, the state-mn news agency Tass said. An anti-terrorist squad from the KGB the Soviet state security agency best known in the West as a spy organization stormed an apartment where the gunmen were holed up with their captives, including a woman and her 2-year-old daughter, the government news agency reported. The criminals had escaped Wednesday during an exercise period at a detention center in the Volga city of Saratov, seized two guards and forced them at knifepoint to hand over their keys. "They gave an ultimatum for their demands: guns, a large sum of money and safe passage out of the district," Tass said, adding that the demands were partly granted. The four men bundled the hostages en's Guild.

The cosmonauts, Alexander Volkov, Sergei Krikalyov and Valery Polya-kov, returned to Earth with a clean bill of health when they touched down two weeks ago after six months in orbit, Soviet doctors who monitored them said. And the mental health of Vladimir Titov and Musa Manarov, who spent a record 366 days in orbit aboard the Soviet space station Mir, also was unaffected by the ordeal. "Physiologically, they were all fine," Anatoly Grigoriev, a doctor who heads the biomedical division of the Soviet space program, said at a meeting in Washington of the Aerospace Medical Association.

"Their bodies and minds held up very well considering the conditions. "Sometimes they even told us they did not want to come back to Earth. To end the boredom, they brought their favorite books, cassette tapes and video movies on board." Titov and Manarov were on board Mir until their Soyuz TM-6 spacecraft landed in the steppes of Soviet Central Asia last Dec. 21. During a 37-year career at El Chico Restaurant in Dallas, Mr. Caballero also was apparently the first restaurateur to put sour cream on chicken enchiladas.

He helped the El Chico restaurant chain open more than 100 restaurants in 12 states. He wrote several cookbooks, including "The Art of Mexican Cuisine," which provides recipes for Institutional-sized kitchens..
