Persinger, 23, of Seaford, on Monday filed a $120,000 damage suit against the government of Iran, challenging the terms of the agreement that led to the freedom of the last 52 captives. Persinger's suit, which was filed in U.S. District Court in Washington, asks for punitive, compensatory and special damages from Iran for violating his diplomatic privileges and rights after the takeover of the U.S. Embassy in Tehran on Nov. 4, 1979.

The agreement signed by the Carter administration with Iran specifically barred the freed hostages from filing such suits, requiring instead that they settle their claims with a special arbitration board. But Peter Neeson, one of Persinger's attorneys, said he would try to persuade the courts to overturn that section of the agreement. runerai nou rw jvi a from BUCHHOLZ SPANISH LAKE Mortuary, 1845 Redman Ave to St Christopher Church (FinriMHnn for 10 a Mass. Douglas, pioneer aviation designer and honorary chairman of McDonnell Douglas died Sunday in Palm Springs, after a long illness. He was 88 years old. Mr. Douglas was best known for the development of the DC-3 twin-engine airliner first produced in 1935. Nearly 11,000 DC-3 type transports were made and thousands remain in service today around the world.

The plane was the first that allowed profitable airline operation in the carrying of passengers. The design was adopted in the C-47 military transport, used in every theater of World War II. The letters DC stand for Douglas Commercial and have been applied to succeeding transports made by Douglas Aircraft Co. and McDonnell Douglas Corp. The corporation was formed by the merger in 1967 of Douglas Aircraft and the McDonnell Aircraft Co.

ef St. Louis. The DC line revolutionized the airline business, said Sanford N. McDonnell, chairman of McDonnell Douglas, in a tribute to Mr. Douglas.

After Douglas planes performed with distinction in World War II, Mr. Douglas again led in building airline fleets and pioneering in space flight, McDonnell noted. Mr. Douglas was born in 1892 in Brooklyn, N.Y. He attended the U.S.

Naval Academy and the Massachusetts Institute of Technology. As chief engineer for the Glenn L. Martin Co. he designed the first Martin bomber, a new step in military air power. In 1920, not yet 30 years old, he took part in the design of a wood and fabric biplane called the Cloudster.

It marked an advance in aviation, being the first plane to lift a payload exceeding its own weight. The first flight around the world was made in 1924 by U.S. Army pilots flying Douglas World Cruisers. The effort took six months in which actual flying time was 15 days and 11 hours. DC transports numbered DC-3, 4, 6, 7, 8, 9 and 10 have had wide usage in the growth of aviation.

Surviving Mr. Douglas are his wife, Marguerite; a daughter, Mrs. Bruce Arnold of Washington; and four sons, Donald W. William and James of Los Angeles, and Malcolm A. of Portsmouth, N.H.

Postmaster General William F. Bolger said Monday that postal rates can be held down il -an- Increase is approved next 1 'month and a "reasonable contract" is negotiated this summer with 560,000 workers nationwide. Bolger made his comments at news conference where he issued the Postal Service's annual report, showing record volume and a $306 million deficit less than half of what had been expected. "Ow boom year for that what it was would not have been possible were it not for the long-term policy of bringing stability to rate-making," he The comment was directed 'toward the Postal Rate Com-- mission, which is considering a proposal to boost first-class postage rates to 20 cents in March. The independent body is expected, to make its recommendation Feb.

20. "Since 85 percent of all postal' expenses are linked to the Postal Service payroll, the final product at the bargaining table ill directly influence how long the upcoming rate adjustments can remain in place," Bolger said. He also said the Postal Serv-ice's plans to automate will keep down costs. "The simple fact Is that we cannot contain rates if we have to keep hiring more people to move the increasing mail volume," he said. In other areas, Bolger said: The agency expects to show a surplus of $30 million to $40 million over a three-year period, counting the rate in-" crease expected this spring.

Mail volume rose by a record 6.5 billion pieces the largest Increase for any single year in postal history. Total volume for the year was a record 106.3 billion pieces, with increases in all classes of mail. KUHN ADELE. on Jan, itfu wiui me oaoramems oi noiy ATTENTION! 1500 FRANCS!
