District Court in St. Louis on a 34-count Medicaid fraud indictment. The trial date is Aug. 24. Under the state's Medicaid program, nursing homes are reimbursed reasonable costs for the care of elderly patients unable to pay.

Louis County issued the order Friday after the state Department of Social Services told him that the corporation planned to sell the subsidiaries on Saturday. The department is seeking reimbursement from the nursing homes of Delhaven Manor in St. Louis, Villa Capri Manor in Maryland Heights and Rolling Hills Estates in Branson, Mo. Sale agreements attached to the suit as exhibits "clearly indicate the defendants intend to dissolve themselves," Ms. Engquist said. The proceeds of a sale of dissolution of a corporation are distributed to the shareholders, she said, and would result in the assets being placed beyond the department's reach. The temporary restraining order prohibits distribution, disposal or transfer of the proceeds of the sale of subsidiary assets until further court order. The sale is not forbidden.

The suit contends the following overpayments: Health Projects, $294,875 for the 1977, 1978 and 1979 fiscal years. Health Services of Branson, $48,723 for 1978 and 1979. St. Louis No. 4, $34,713 for 1977-79.

H.S.A., $33,184 for 1978-79. The department's claims have been appealed to the state's administrative hearing commission. Policeman Drowns In Canoe By Robert L. Joiner Of the Post-Dispatch Staff The Department of Housing and Urban Development's civil rights division will be asked to investigate The Michelson Organization, a Clayton-based real estate firm. Former Michelson employees and a tenants organization have accused the company of discriminating against blacks by refusing to rent them apartments in several complexes managed by the firm.

Robert Knickmeyer, executive director of the Greater St. Louis Committee for Freedom of Residence, said Saturday that the group will ask for the federal inquiry within the next few days. The HUD complaint would be the second filed against Michelson by Freedom of Residence. The organization filed a complaint Friday with the Missouri Commission on Human Rights. Knickmeyer said a separate discrimination complaint would be filed against Michelson by a black who allegedly was denied an apartment for racial reasons.

The charges against Michelson surfaced in June when two former employees, Janet Goessling and Linda Craig, alleged that the company used a written code to differentiate between black and white applicants and to screen out blacks. The women said the code word "pro" was placed at the top of each application from a black client. The women said the word --2 was a code for black. The two are former assistant managers of Aspen Woods apartments in Florissant. It is one of several St.

Louis County apartment complexes managed by Michelson. Michelson officials have repeatedly denied the charges and have said the two women who made the allegations were apparently unhappy at being dismissed for unsatisfactory work. Knickmeyer said his organization had received unsolicited information to substantiate the charges made by the women. He said the information was slipped under the door of Freedom of Residence's office at 438 North Skinker Boulevard. "The documents are tally sheets used by Michelson," Knickmeyer said.

"They show the number of people applying for apartments and who got them. The documents show that blacks were denied housing on the basis of race. "One category on the documents is called or a code for black. They have another category for reason for nonrental. The code 'pro features' follow this second category." Knickmeyer charged that Michelson had violated the federal Fair Housing Act of 1968, which prohibits discrimination in the rental or sale of housing on the basis of race, sex and national origin.

"In a few days, we will ask HUD to conduct a full-scale investigation," Knickmeyer said. "We will ask that this case be investigated on a pattern and practice basis. That means HUD won't be looking at one complaint and one violation of the law, but at the rental practices and policies of seven Michelson-managed properties in St. Louis County." When Brown advanced on Stokes, the officer swung his fingerprint roller at the prisoner, police said. Police don't carry weapons in the holdover.

Brown made his way to a stairway and ran down to the first floor with Stokes at his heels. Brown then ran smack into Cotton and Shepherd. Later, Brown was taken to City Hospital, 1515 Lafayette Avenue, to be treated for lacerations of the mouth sustained from the fingerprint roller. Stokes and Central District Officer Janet Kuhl, who was struck accidentally with the roller during the melee in the lobby, were treated at St. Louis University Hospitals, 1325 South Grand Boulevard.

Cotton and Shepherd were not injured. Officer Charles Marvin of the Prisoner Processing Division lauded the two young men's efforts. Warrants charging Brown with escaping custody, second-degree assault and resisting arrest were being sought Saturday along with a warrant for the murder charge on which he had been arrested earlier Friday night. Police planned also to seek warrants charging Marks with aiding the escape An off-duty Richmond Heights policeman drowned late Saturday afternoon during a canoe accident in Unger Park near Interstate 44 and River Road in Fenton, St. Louis County police reported.

Police said that Patrolman William Duncan, 46, who lived in Richmond Heights, drowned when a canoe from which he was fishing overturned in a pond in the park. Duncan's son, Bruce, and a friend, Joe Notter, were also in the canoe during the accident, but apparently' were not injured, police said. Fleeting areas are places where barges are assembled Into tows in the way freight cars are assembled in a rail yard. More than 100 fleeted barges were knocked adrift.

Several were severely damaged with holes torn in their steel skins. One, a flatdeck work barge, sank. The towboat that struck the bridge was the Virginia E. Towey, owned by Dravo-Mechling Corp. of Pittsburgh.

The company purchased the boat last month, along with with the rest of the former Nilo Corp. fleet, from Olin Corp. of East Alton. Her captain was off watch at the time, and she was under the command of her mate. Tanos said that of the IS barges, 12 were laden with grain, two with structural steel and one with tallow.

Two of the grain barges, one of the steel barges and the tallow barge later sank. NEW YORK (AP) Paddy Chayefsky, the award-winning Screenwriter of such films as Network" and "Marty," died Saturday of cancer at Columbia Presbyterian Medical Center. He was 58, Chayefsky's work ranged from the absurd to the poignant to the angry, and included scripts for theater, film and television.

Born in New York City in 1923, Mr. Chayefsky graduated from the City College of New York. He worked as a joke writer for a time, before going to work as a more serious writer. the story of a lonely Butcher, was his first major success. Ernest Borgnine won the Academy Award for best actor for his portrayal of the title character.

Tj -Mr. Chayefsky also wrote such films as; "Bachelor Party," in 1957; "The Goddess," in 1958, and "Middle of the Night," which also was staged on Broadway, in 1956. Other plays included Tenth Man," in 1957, and "The Passion of Josef in 1964. 1 He also won an Oscar for his 1977 screenplay for "Network," a biting satire about a television network that finds it profitable to allow a news anchorman to have a nervous breakdown on camera. And he won an Oscar in 1971 for "The Hospital" a dark, almost surrealistic satire of life at an inner-city medical center.

The film starred Author Cancer 52 Years In Florida Paddy Chayefsky George C. Scott. On the night that Mr. Chayefsky received his award for "Network," actress Vanessa Redgrave used her acceptance speech for "Julia" to denounce pro-Israeli "gangsters" who had protested her film "The Palestinian." When Mr. Chayefsky gave his acceptance speech, he chided Ms.

Redgrave: "A proclamation wasn't necessary, a simple thank-you would have been enough." Mr. Chayefsky's most recent screen credit was for "Altered States," last year's popular film of a professor who uses himself as a guinea pig. James A. Riley Dies; Lawyer For downtown St. Louis until he retired six years ago because of illness.

Mr. Riled served in the U.S. Navy in World War I and belonged to the Walter J. Hatzeld Post of the American Legion. Surviving are his wife, Millie, of St.

Louis; a son, James of Kirkwood; a daughter, Joan Riley Hablutzel, of Downers Grove, two sisters, Katherine Smith, of Glencoe, and Carrie Whitaker, of Overland; six grandchildren, and five A funeral service will be at 10:30 a.m. Monday at Colonial Mortuary, 6464 Chippewa Street, for James A. Riley, 83, who practiced law in St. Louis for 52 years. Burial will be at Sunset Burial Park.

Mr. Riley died Friday at the Edgewater Nursing Home after a long illness. 1923 cum laude graduate of the Washington University school of law, Mr. Riley also did graduate work at St. Loitis University.

He operated his law practice out of the Buder Building in Anne L. Kolb Services Are Held Every Monday in the Post-Dispatch. With feature began her career as an editor for an Edison Brothers Stores Inc. company publication in St. Louis, after graduating in 1954 from St.

Louis University with a degree in political science. She later moved with her parents to Fort Lauderdale. Surviving are her husband, Joseph a son, Joseph and two daughters, Bernadette and Sean, all of Plantation; and her parents, Mr. and Mrs. Alexander "OHie" Fries of Fort Lauderdale.
