In "Delvecchio" Hirsch will be a New York City police detective. He will have had a couple of years of law school, but his dream, of becoming a lawyer has been temporarily stymied.

Actually, he will be permanently stymied, because Hirsch found out in "The Law" that Jaw-yers don't make it in TV nearly as often as cops. But another cop show? Aren't the network schedules already overloaded with them? "It depends on how they are done," Hirsch said. "As many cop shows stay on as get knocked off, because there is a naturaldesire for them.tAnd you don't have to be different. Just be the best." Hirsch is a 40-year-old lifelong resident of New York City, but despite a sort of brash toughness in his acting style, he lacks the inner cockiness that sometimes infects Eastern performers. He takes his work seriously, but not himself.

"I watch the 'dailies' the bits of film shot that day as often as possible," Hirsch said. "I want to know right away what I'm doing and try to figure a way to improve. "There will be a lot of subtle comedy in 'Delvecchio," but it is important that it be done right because we'll deal with serious crimes. I'll be a character with a lot of gut sense, a fighter, a guy who gets into trouble. I suppose there's a lot of Murray Stone in me and in Murray Stone was the name of the public defender Hirsch portrayed in "The Law." Hirsch majored in physics when he earned a bachelor's degree at City College of New York.

He only took a one-hour class in acting because of a mix-up in his schedule during his senior year but that meager exposure to the theater ended any thoughts he had about becoming a physicist. Hirsch attended three dramatic schools, and since 1962 he has been performing on the stage and in television. He had major TV roles last season in such dramas as "Fear On Trial," "Valentino" and "The Keegans." And, although he'd' rather not talk about it, Hirsch is the guy who is surrounded by affectionate infants in the commercial that stresses the fact that a certain brand of toilet tissue is "softer than a baby's ear." Hirsch took on a woebegone expression when the ad was mentioned. "If 'Delvecchio' is a success," he said, "they'll probably show that commerical twice as often." 12:00 5 Tomorrow: Part III of "The Business of Sex in America" 12:05 2PeterGunn 12:15 4 The People Speak 12:30 4 Movie: "Carrie," Jennifer Jones, Laurence Olivier (1952) 12:35 2 News, Sports (R) Indicates Repeat Programs Indicates Programs Not in Color WEDNESDAY EVENING 6:00 5 News, Sports 4 News, Sports 2 Treasure Hunt 11 Get Smart 39 Brady Bunch 1 Who Dealt? 6:30 4Actionline 2 To Tell the Truth 11 Love American Style MAdam-12: "Child Stealer" (Kaleidoscope To-night 6:45 I Midweek 7:00 5 Little House on the Prairie: "Remember Me," Patricia -Neal, Victor French (R) 4The Jacksons: Mackenzie Phillips 2 The Bionic Woman: "Deadly Missiles," Forrest Tucker, Ben Piazza (R) II Movie: "Ride the Tiger," George Montgomery, Vic-' toria Shaw, Marshall Thompson (1971) 30 The Rifleman 8 Group Portrait 7:30 4Kelly. Unfortunately, hardly anybody by TV network standards watched the show. Sometimes, however, quality effort is not overlooked in the industry. People at the rival CBS network noted the individuals involved in "The Law "and decided such ability should not be wasted. Bonnie Franklin, a relatively unknown actress who played the wife of the public defender in the drama, was signed as the star of a series that became a midseason hit on CBS, "One Day At a Time." The actor who played the defender was Judd Hirsch and the executive producer was William Sack-heim, and CBS thought enough of theft talent to sign them for a series without even seeing a pilot film for the project they had in mind. That series, to be called "Delvec-chio," will follow "Kojak" on Sunday nights this fall.

Sackheim still doesn't have an episode ready to show to the press, but his enthusiasm and the track record of Hirsch and him have caused most of the -columnists visiting Los Angeles this week to bet that "Delvecchio" will be one of the new season's winners. When CBS's new president, Bob Wussler, was asked what shows the network was counting on to keep it No. 1 in total audience after such ratings stalwarts as "Mary Tyler Moore" and "All In the Family" go out of production after the coming season, Wussler gave reporters an idea of how he feels about the new Sackheim effort.
