In other action, Arthur O. Martin, treasurer of the St. Louis Republican Committee, complained that the St. Louis GOP committee was not receiving enough financial support from the state committee. Rendle said that the state from the House chamber because they are Republicans.

They said the Democrats had stolen Republican Lt. Gov. William C. IPhelp's gavel, had thrown eggs around the Senate chamber and had prevented Bond from addressing the opening session of this year's General Assembly, as is the custom. Republican leaders attending Lincoln Day observances here outlined plans to use these charges to try to fake control of the Legislature in this year's election.

The GOP needs to HONG KONG TAILORS By the Post-Dispatch Missouri Political Correspondent KANSAS OTY, Feb. 9 Republican officials accused leaders of the Democratic-controlled Missouri Legislature of partisan pettiness, a lack of responsibility and obstruction of Republican Gov. Christopher S. Bond's programs. The Republicans said Saturday that the Democrats in the Legislature had removed pictures of the Governor and President Richard M.

Nixon Phelps cited the passage of a state reorganization bill in a recently concluded special session as an accomplishment by Bond when Cason and others had criticized Bond's calling of the session. But Phelps said the Democrats had defeated a campaign expenditure and disclosure law in the special session, making certain it will not apply to this year's, primary election. "What do the Democratic leaders have to hide?" Phelps asked. Representative Robert O. Snyder of Kirkwood; the House minority leader, said that in the House and Senate, "the other party has come off second best when it comes to dignity and responsibility." Albert Rendlen, state Republican chairman, explained gain four Senate seats and 17 House seats to do this.

"It is more than just actions that seem so childish," Phelps told the GOP State Committee. "The question is whether we are going to have the reform in government that the people voted for when they elected Gov. Bond. "The Republican Party has delivered on what is within its power. What it needs is some help from the Legislature." He said the reaction of Senator William J.

Cason, Clinton, President pro tem of the Senate, was "automatically negative to whatever the Governor does. The Democrats, are highly partisan and highly have no issues, so they become petty over pictures in the House chamber." ST. 9 Representative Gene Taylor Sarcoxie, predicted Saturday that the House Judiciary Committee would recommend arti-cles of impeachment against President Richard M. Nixon. But he predicted also that the House would refuse to support the recommendation. Taylor, the only Republican Representative from Missouri, said at the annual Lincoln Day convention of the Missouri Republican Party that the House Judiciary Committee "is stacked against the President." He said the AFL-CIO, which is calling for the President's impeachment, had contributed $200,000 in 1972 to the election campaigns of members of the committee. "If the House committee does not vote on the impeachment is-s in April, there will be a move from the floor of the House to force a vote," Taylor said.

Police said they received information that heroin was being sold there and placed the apartment under surveillance for two weeks. On Friday they obtained a search warrant and were admitted to the apartment by the occupant, Joseph L. Carruth, 30 years old.

Detective Anton Wagner said he observed a man seated at a table in the kitchen. Wagner said he removed a syringe from the man's right forearm. The man was identified as Thomas Whitlock, 25, a painter. Several packets of a substance believed to be heroin were on the table, police said. A pistol was found in Whit-lock's pocket, they reported.

Numerous packets of what was believed to be heroin, including some in Carruth's pockets, were removed, police said. Three loaded guns and narcotics paraphernalia also were found in the apartment, they reported. Whitlock and Carruth were booked on charges of possession of heroin. The two others were booked on similar charges, although no drugs were found in their possession. come see our new white-elna sewing center downtown, third floor Come in for an introductory saving on an all-purpose, super-stretch portable machine by White.

Roos refused to say whether he will run for a fourth term as supervisor.

Two Get Probation In Beverage Fraud Two St. Louis County men have been placed on probation for three years after pleading guilty to defrauding investors in dealerships to sell instant tea and coffee. James E.

Schroeder, 34 years old, of the 1600 block of Fair-hills Drive, St. Lcuds County, and James F. Stark, 35, of the 3000 block of Charmbrook Lane, Maryland Heights, were sentenced Friday by United States District Judge H. Kenneth Wangelin. Prosecutors said the men made false promises to investors who purchased racks of "convenience beverages" consisting of plastic cups containing the coffee and tea.

The scheme was investigated by postal inspectors. About $54,000 was invested in the firm, known as Special Acceptance Agency, Inc. Some of the funds invested were used to finance bankruptcy proceedings for Stark, authorities said.
