SI LOUIS POST-DISPATCH Aug. 10, 1987 After Eviction, 6 Bodies Found Possiblo Sites For Waste Facility Counties Study Site For Waste 1 fs 1 Chicago ILLINOIS Springfield (p (IP 1987, Knight-Ridder Newspapers PHILADELPHIA Six bodies were found Sunday on the third floor of a dilapidated row house in north Philadelphia, a building neighbors said was a "shooting gallery" for drug users. "It was amazing," homicide Detective Gregory Rodden said. "You removed one body, and you found another body. It was bodies piled on top of one another literally." None of the dead was identified.

And police said the bodies were so decomposed that they would not know whether foul play had been involved until autopsies are performed today. Five bodies were found in a back room measuring about 12 feet square, police said. The sixth body was found in a closet Two of the bodies, one nude and the other partly nude, were females, Lt. James A. Hansen said.

Two others had decomposed almost to skeletons. Another was a skel filthy, infested with fleas and containing huge piles of trash, old mattresses, bed sheets, bedspreads and old clothes. A bloodstain was on the wall, they said. Syringes, needles and other drug paraphernalia were found in the apartment butno drugs were found, police said. The apartment appeared to be a place where people "came and flopped for the night" Hansen said.

Elizabeth R. Williams, 87, who has lived several doors down the street from the house for 46 years, said the block had been a gathering place for drug users for at least 10 fears. She said she was not surprised that bodies had been found there. "I expect that," she said of her block. According to police sources, numerous drug arrests dating back at least a decade have been made at the house where the bodies were found.

Police described the apartment as nna St. Louis Sex Abuse Reported At Army Center C1987, Knight-Ridder Newspapers SAN FRANCISCO As many as 60 children have been sexually abused at a day care center run by the Army at the Presidio of San Francisco, some parents contend. Presidio officials have confirmed that 65 or 66 children have been interviewed by Army therapists as potential victims. But the officials declined to say how many children had, been identified as victims. Parents say the number; is 60, although only four have shown physical evidence of having been abused.

The FBI is investigating the case; agents say only that "there have been quite a few children According to parents, four children have contracted chlamydia, a sexually transmitted disease, and one child may have been infected with the virus that causes AIDS, acquired immune deficiency syndrome. Preliminary tests of that child's blood have shown exposure to the virus, although additional testing is required for confirmation. The Army has confirmed two of the cases of chlamydia. The FAA blamed the error on an air-traffic controller who transposed the numbers of a flight giving out instructions to TWA Flight 834 when the controller was supposed to be guiding TWA Flight 843.

The incident occurred about 3:15 p.m., 12 miles southwest of La Guar-dia Airport at about 3,000 feet according to Kathleen Bergen, an FAA spokeswoman. The pilot of Pan Am Flight 537 a Boeing 727 flying from Boston to La Guardia with 88 passengers and crew members saw the TWA Boeing 747 and descended on his own, she said. The Pan Am jet passed about 600 feet below the TWA jumbo jet she said. That TWA plane was Flight 843, headed for Kennedy International Airport. Bergen was unaware of where the flight had come from or the number of people aboard.

According to Bergen, the controller guiding TWA Flight 843 was supposed to have "turned and cleared" the flight for an approach to Kennedy. But the controller, whose name was undisclosed, incorrectly gave out instructions to TWA Flight 834, she said. Flight 843 continued in the direction it had been going and entered La Guardia airspace. As the Pan Am flight headed for a runway at La Guardia, controllers recognized the problem and began giving Instructions for the planes to avoid each other, Bergen said. At the same time, the Pan Am pilot saw the TWA plane and descended, she said.

VISITATION after 9:00 a.m. By Marjorie Mandel Of tht Post-Dispatch Staff Several counties in Southern Illinois are debating whether to become the site of a disposal facility to handle all the low-level radioactive waste generated in Illinois and Kentucky in the next 30 or 40 years. Officials from seven Illinois counties left Sunday to visit a radioactive waste site in Barnwell, S.C.

The purpose of the trip is to learn more about how to dispose of radioactive waste and to help the officials decide whether they want a similar facility In their counties. The decision won't be easy. The facility's 100 jobs and hundreds of thousands of dollars a year in revenue would provide an economic shot in the arm to counties that have been hit hard by the ailing farm economy. But some county officials acknowledge that the facility may pose health risks and hinder other economic development. Among the counties participating in the trip are Bond County, which is about 50 miles east of St.

Louis; Fayette County, about 100 miles east of St. Louis; and Greene County, about 50 miles north of St. Louis. The two-day trip was organized and paid for by the state of Illinois. "We haven't decided one way or another whether we want the site," said Harvey L.

Lebegue, a member of the Bond County Board of Supervisors. "A lot of the community is already in opposition, but it just makes sense to go ahead and see what a facility is like before we say yes or no." Lebegue noted that Bond County would get about $800,000 a year from a surcharge en waste sent to the facility. "That would do wonders for our budget," he said. The other counties participating in the trip are Clark, Piatt, Logan and Carroll. Bruce Rodman, a spokesman for the Illinois Department of Nuclear Safety, said the department recently issued a $9 million contract to Bat- telle Memorial Institute of Columbus, Ohio, to recommend eight possible sites for the disposal facility by Oct.

1. The eight sites must be in at least four different counties. Rodman said the eight sites would be narrowed to four by the end of this year. In addition to geological and hydrological criteria, each site's proximity to interstate highways will be considered because waste is shipped by truck, he said. Final site selection will take place in late 1989, Rodman said.

Construction of the facility is expected to cost $10 million to $15 million. Federal law requires each state to have a disposal site for its low-level radioactive waste by 1993. Rather than develop a site alone, most states have formed regional compacts. Illinois and Kentucky have formed a two-state compact, with Illinois agreeing to develop the disposal site. Missouri belongs to a seven-state compact along with Michigan, Minnesota, Ohio, Wisconsin, Indiana and Iowa.

In July, Michigan was picked as the host state for the regional disposal facility. The disposal facility in Illinois will be owned by the state. Although the facility will require 100 to 200 acres, it will be surrounded by a buffer, bringing the total amount of land needed to about 1,000 acres, Rodman said. Rodman said the disposal site would hold all the low-level radioactive waste generated in Illinois and Kentucky for the next 30 or 40 years. Illinois generates about 250,000 cubic feet of the waste annually; Kentucky, about 2,000 to 2,500 cubic feet.

Rodman said that about 80 percent 6f Illinois' low-level radioactive waste, by volume, is generated by the seven nuclear power plants in- the state. Ten percent of the waste is generated at the Allied uranium-processing plant in Metropolis, in Southern Illinois. The rest is generated by hospitals, industries and research laboratories. But he said the state had not ruled out looking for possible sites in counties in which there is opposition. The department recently sent letters to all the county board chairmen in the state, asking whether they were interested in learning more about the facility.

Rodman said Bat-telle "will focus its efforts on those counties" that respond favorably. Two small towns that have been mentioned as possible sites are Kin-mundy population 945 in Marion County, and Farina population 594 in Fayette County. Farina Mayor John S. Roberts had proposed using land off Interstate 57 in Kinmundy. The land is owned by his father and another person.

On Wednesday, the Marion County Board of Commissioners adopted a resolution opposing a waste disposal facility in the county. Board Chairman Farrol Armstrong said the commissioners had been impressed by several thousand signatures on petitions opposing the facility. "The facility would just be another headache that we weren't sure we wanted," he said. Beryl Keen, a member of the Kinmundy City Council, helped start the petition drive. "We just don't want it," he said of the disposal facility.

"It's unsafe, and they've had trouble at other disposal sites. There's just one place for nuclear waste, and that's at the nuclear plant." Opposition to the disposal facility is also growing in other counties. Jim Zeeb, whose family has farmed land near Greenville in Bond County for several generations, is trying to form a citizens group against the facility. "Our area is under siege economically due to the farm crisis," he said. "We're looking for industries to offset some of the losses.

But a low-level radioactive waste facility would have as many risks and problems as economic benefits. I don't think Bond County needs to sell out to the nuclear industry." David Ed, acting chief of low-level waste management for the Illinois Department of Nuclear Safety, said it was "premature for any county to disqualify itself or volunteer. They just don't know enough about it. The onjy way to make a rational, intelligent decision is to get more information." Roberts, the mayor of Farina, said the petition drive in Marion County was "a totally wasted effort" because he had learned that part of the site proposed was in a flood plain and thus unsuitable for a waste site. Roberts said he remained interested in the possibility of developing a disposal site in Fayette County.

"We can leave the door open and find out the facts, or we can nip it in the bud and close the door before we ever know the facts," he said. Roberts noted that the unemployment rate in Fayette County was 14 to 15 percent. "We definitely need economic development," he said. "I can't tell you that I'm 100 percent for the waste disposal facility, but I can't picture people turning down 100 or more jobs without knowing the facts." SENG See Hynek TEDD, MARIE M. Two Bombs, Riot Mark Day LONDONDERRY, Northern Ireland (AP) Two bombs exploded in central Londonderry on Sunday evening, injuring three people. In Belfast, rioting flared before dawn, marking the 16th anniversary of the introduction of the practice of internment without trial.

The first explosion in Londonderry hit about 7 p.m. in the back of the Waterside railway station, in a Prot were reported, but the main train between Belfast and Londonderry was halted, police said. Fifteen minutes later, police said, a second bomb went off in the median strip on a major road. Three teen-age boys were taken to a hospital for treatment of cuts and were later released. In Belfast, six people were injured in sporadic rioting.
