Sabbath Scnool Morning Service, 11:00, subject, FORCE AS THE ULTIMATE RESULT In withholding their approval from the proposition made by former President Taft that the process of international- arbitration need to be backed by force, the members of the Lake Conference showed a lack either of moral courage or of good, practical sense. To make international arbitration properly effective two things are manifestly necessary. The first thing is that it shall be of general and compulsory application and the second thing is that there shall be some way of enforcing the decision of the court. -Although the Lake Mohonk conferees seem to have been revolted by the idea, it is a fact that every law derives its effectiveness from the force- behind it. Judicial decisions would amount to very little in the absence of any means whereby they should be executed without regard to the preferences or objections of those whom 'hey concern.

A judgment would be of no value were there no sheriff to carry out if need be the mandate of the court and the same principle applies no less to international than to private and civic affairs. Wars will not cease until the advance of civilization shall have made it possible to create and establish an international tribunal which shall possess the power to compel compliance with its decrees and to punish those by whom such decrees shall be disregarded.
