Devon Lenard 30, was beaten and fatally stabbed in the chest about 2 a.m. Tuesday in a fight that police said was work-related. Produce Row is near north Market Street and North Broadway. Lenard lived in the 1600 block of Cochran Place. Arrested and charged were Randy Stroud, 44, of Granite City, and his nephew Jason Stroud, 22, of Collinsville.

Lenard had worked with the Strouds until recently, police said. METROPOLITAN AREA Thieves elude police during chase Three men tried breaking into two businesses in Jefferson County to steal floor safes, failed both times and led police on a two-state car chase before escaping Tuesday, authorities said. The men broke into a business office in the 11000 block of County Road CC, near Festus. An alarm system was activated about 3:15 a.m., Jefferson County deputies said, and the men left without the safe. About 3:50 a.m., the same men broke into a business at Warren and Miller roads in the Imperial area, police said, but could not remove the safe there, too.

Arnold police saw their car and joined sheriffs deputies in chasing it across the Jefferson Barracks Bridge. Then Illinois State Police joined in. It could be carried out any time Wednesday if cleared by the courts and the governor, he said. Lawyers for Malone were hoping a decision by a judge in California on Monday might halt the execution.

In that decision, U.S. District Judge William Rae of Los Angeles overturned a death sentence for Malone. Malone was convicted of killing two women in California days after the Missouri crime. He received the death penalty in California for one of those murders. In Monday's ruling, Rae upheld the murder conviction.

ST. LOUIS COUNTY Boundary Commission advances annexations The St. Louis County Boundary Commission on Tuesday approved an annexation proposal from Ballwin for the April 6 ballot. Ballwin wants to annex 1.12 square miles south and west of the city in which about 3,500 people live. The area is bounded by Ellisville, Ballwin, the west property line of the Arbor Oaks subdivision plats one and two, and Kiefer Creek.

To pass, the proposal needs separate simple majorities from voters in the city and in the area proposed for School Board and 16 suburban districts. Ladue and Webster Groves approved the agreement in principle on Monday. Hazelwood and Pat-tonville approved it Tuesday. Kirkwood votes next week. NORTH COUNTY Ferguson-Florissant chooses school site Ferguson-Florissant school officials plan to build a high school in Ferguson to replace the old Berkeley High School next to the St.

Louis airport at Lambert Field. Officials said they expect to complete the purchase early next month of 34 acres at 201 Brotherton Lane, owned by the Franciscan Sisters of Our Lady of Perpetual Help. At a meeting tonight, members of the school board are scheduled to discuss how to develop the property. The meeting will begin at 7 p.m. at the district office at 1005 ST.

LOUIS Schools apologize for fighting bias suit The St. Louis School Board issued a public apology to African-Americans on Tuesday night, saying that past boards and other officials had blocked school desegregation efforts. The resolution stated that board members fully acknowledge that our past behavior mandates that we publicly apologize to the African-American community for the misconduct of all Missouri-ans, both in and out of government, who have lamenta-bly opposed the desegregation effort" The resolution lauded Minnie Liddell, one of the parents who filed the original suit in 1972. The attorneys handling the case reached a tentative accord last week. The settlement requires approval from the St Louis Waterford Drive in Florissant The board also will vote on accepting contracts with architectural firms to design a new high school and elementary school.

The schools will be built with $31.35 million from the sale of the Berkeley High School complex. ST. LOUIS Bias against gays is banned by board The St. Louis School Board Tuesday night approved a policy prohibiting discrimination against gay employees. The measure applies to all aspects of employment, including hiring, promotions, salaries and assignments.

School officials said the new rules stem from a similar policy approved last year that banned discrimination against gay students. School officials said they originally HOUSE SPRINGS Bowling alley roof collapses; 4 are hurt Four people, including a pregnant woman, suffered minor injuries Tuesday evening when part of a bowling alley roof in House Springs collapsed. John Lakin, deputy chief of the High Ridge Fire Protection District, said a 15-by-50-foot section of the roof at White Oak Lanes collapsed about 6 p.m. while about 20 teen-agers were bowling in an after-school league. He said none of the bowlers was directly under the roof when it collapsed, but four people were hurt by flying debris.

Lakin said an accumulation of ice and water on the flat metal roof apparently caused the roof trusses to buckle. No lanes were damaged. The teen-agers were treated at the scene; the woman was taken to an area hospital for observation, authorities said. ST. LOUIS Asbestos forces children out of home Forty-five children were forced to move out of St.

Vincent Home for Children on Monday, after asbestos was found during a construction project. Some of the youngsters, who range from 5 to 12 years old, went home to their parents, while some went to group homes and some are staying with people who regularly visit the home, said Bill Donley, the home's executive director. Donley said a construction crew was removing and replacing a floor in the home's main hallway. Dust stirred up by the project was tested and found to contain asbestos. Officials at the home had been told asbestos wouldn't be a problem.

The extent of the asbestos and the cost for repairs have not been determined. Donley said the home's board decided Tuesday night to make sure that youngsters had continuity and security by offering them a day treatment program. ST. CHARLES COUNTY Explosion, fire damage two boats Two pleasure boats were heavily damaged by an explosion and fire Tuesday afternoon at a boat harbor in West Alton. A spokesman for the West Alton Fire Protection District said the explosion occurred on one of the boats shortly after 3 p.m.

A fire then spread to the second boat The cause of the explosion was not determined by late Tuesday.
