Involved In House Sex Scandal term in Congress when he resigned tr, 1 BELMONT, Ohio (AP) Wayne Hays, a 14-term congressman, died Friday at age 77. His affair with House Marion E.

Officer a funeral home director whose widespread pop-'ularity helped his eldest son, Carl E. Officer, to become mayor of East St. Louis, died Thursday night. He was 66. A family spokeswoman said he had died at St.

Mary's Health Center in Richmond Heights after a lengthy illness. "Mr. Officer was a giant in the community in many, many ways," said the Rev. John Rouse, pastor of the Mount V'Zion Baptist Church of East St. Louis.

"If he had a weakness, it was his gen-' erosity; he could have been extremely wealthy. He buried many a body where the family didn't have the mon ey to pay him." Mr. Officer served on the executive board of the National Association for the Advancement of Colored People and helped to cross racial boundaries. He was said to be the first black Eagle Scout in the metropolitan area. He became the first black member of the board of directors of the Union National Bank iri East St.

Louis. Mr. Officer helped many young people attend college. In 1974, was honored by community members, who established a scholarship fund in his name. The Officer Funeral Home, a prominent fixture in East St.

Louis, was established in 1918 by Mr. Officer's clerk Elizabeth Ray in 1976 touched off a payroll-sex scandal in the nation's capital and destroyed his political career. Jean Walker, a family friend, said Rep. Hays had died at a hospital in Wheeling, W.Va., across the Ohio Riv Sept. 1, 1976, to head off an investigation by the House Ethics Committee into his conduct.

The Ethics Committee then voted to end its three-month investigation of the scandal on the ground that Hays was no longer under the panel's jurisdiction. The Justice Department declined to prosecute, saying it lacked evidence corroborating the account of Ray, the House clerk, and her relationship with Hays. and his first wife, Martha divorced in 1976 after 38 marriage. He then married wife, Pat Hays. scandal broke in the spring Rep.

Hays first denied, then having an affair with 33. But he steadfastly denied charges that she had been Administration Committee's at $14,000 a year only to with him. Hays maintained done regular committee Marion E. Officer Sr. parents, Annette and William E.

Officer. Mr. Officer took over operation of the funeral home in 1956 after the death of his mother. The family later established a second funeral home at 1905 Union Boulevard in St. Louis.

For many years, the family lived at the funeral home at 2114 Missouri Avenue in East St. Louis. A fire in 1986 forced them to move. The funeral home was renovated and recently reopened. Visitation will be at the home from 2 p.m.

to 9 p.m. Sunday. The funeral will be at 11 a.m. Tuesday at the New Hope Baptist Church in East St. Louis.

Burial will be at Sunset Gardens Mausoleum ln Millstadt. Mr. Officer graduated from Lincoln High School ln East St. Louis in 1940. He attended Howard University in Washington, Morehouse College in At- lanta and McKendree College in Lebanon, 111.

He got a degree in mortuary science in 1951 from the St. Louis College of Mortuary Science. Mr. Officer served in the Army in World War II as a staff sergeant In 1944, he married Myrtle Bernadine Gilliam of Jackson, Miss. He served for a time as deputy coroner for St.

Clair County. Many churches in the area received donations of organs, pianos, stained-glass windows and other gifts from Mr. Officer. He was on the board of directors of St. Mary's Hospital in East St.

Louis and was a member of numerous organizations, Including Southern Cross Rev. D.G. Pelsue; Mental Health Worker er from Belmont, in eastern Ohio. She said he apparently had suffered a heart attack about noon Friday as he read a newspaper at his home. Rep.

Hays, a Democrat, began his political career in 1939 when he was elected mayor of Flushing, a town of 1,200 people. He held that post for three years and was elected to his first term in the U.S. House In 1948, with A memorial service for the Rev. Donald G. He graduated from University City High School and got his bachelor's degree at Bethany College in Bethany, W.Va., and his degree in divinity at Yale University. Surviving are a sister, Mary Lou Blackwell of Kirkwood, and a brother, William W.

Pelsue of Ballwin. Michael D. Heflin, 39; Radio Playwright Lodge 112, Aahmes Temple Shriners, Lodge 132; Elks Hercules Lodge 90, American Legion Post 378, Veterans of Foreign Wars Post 3480, the Business and Professional, Men's Club of East St. Louis, the Anniversary Club, the Golden Star Church Aid Society 6 of the Greater New Hope Baptist Church, where he also served as a church trustee; the Progressive Men of Metro East Club, and the Urban League. Officer and his wife had three children: Carl Officer, the mayor of East St. Louis since 1979; another son, Marion Officer a daughter, Marian Welch; and four grandchildren, all of East St. Louis. jL-emeiery. The Rev.

Mr. Pelsue, 58, of St. Louis, died Friday of cancer at Delmar Gardens Nursing Home in Chesterfield. began his ministry in 1952 in Quaker City, Ohio. He was the pastor "at Bethany Christian Church in St.

Heflin was employed at St. Mary's Hospital ln East St. Louis. He POLICECOURTS FUNERAL NOTICES Brombolich had been accused of trying to run down a man with her car in December 1987 and of making harassing phone calls to a woman. Brombolich entered an Al-ford plea to the charges Dec.

12 before St. Louis County Judge Philip J. Sweeney. Under such a plea, the defendant does not admit guilt but concedes that a jury could return a conviction if it heard the evidence. The following incidents were among those that were reported to police departments in the St.

Louis metropolitan area or that involved action in one of the area's courts: COURT ACTION Clayton: A grand jury in St. Louis County has indicted two men in connection with an unsuccessful plot to kill a pregnant woman at her apartment in Berkeley last month. In the indictment made public Fri-, day, Darryl Brazil, 39, of the 400 block of North Kingshighway, St. 1 Louis, and Monty Ross, 17, of the 5300 block of Ridge Avenue, St. Louis, were charged with assault, burglary and armed criminal action.

Ross was also charged with at-' tempted sodomy. They were ac- cused of plotting to stab Deborah Sistrunk, a news writer for KSDK (Channel 5). The woman survived the attack. She has since had her baby. Clayton: Kathleen Brombolich, 46, of the 100 block of Huntington Hill Drive in west St.

Louis County, was placed on five years' probation Friday and ordered to get treatment for an alcohol problem. St. Louis: A mistrial has been declared in the trial of Julius McCombs, who was accused of raping and robbing a south St. Louis woman in 1987. McCombs, who is serving a prison sentence of 12 years for an unrelated robbery conviction, had been on trial in St.

Louis Circuit Court on charges of rape, sodomy and armed robbery. The jury was reported deadlocked late Thursday evening at 11-1 for conviction. McCombs was accused of threatening the victim, whom he knew, with the sharp edge of a crumpled can outside her home.
