Visitation Sun. after 3 p.m. By Charlene Prost Of th Pott-Dispatch Staff Although Mayor Vincent Schoemehl Jr. failed to blow out the sparklers on his three-tiered birthday cake Friday, he got at least one of his birthday wishes. More than 650 people paid $250 each for a ticket to attend his 35th birthday party at Stan Musial Biggie's restaurant, 5130 Oakland Avenue.

And in the process, they came close to wiping out his campaign debt of about $140,000. Former Mayor Alfonso J. Cervantes, who was co-chairman of the party along with former Mayor John H. poelker, said the event sponsored by Citizens for Schoemehl drew "one of the greatest turnouts I've seen for any mayor." Proceeds were- expected to exceed $160,000. And the cost of the gathering, party officials said, would be about $30,000.

Businessmen from the city and St. Louis County, several state legislators, aldermen, politicians, city officials literally rubbed elbows with more common folk in two very crowded rooms set aside for the party. S. Lee Kling, a prominent banker active in national Democratic fund raising, was there shaking hands and saying his hellos. So were Joseph Roddy and Leroy Tyus, both local Democratic power, brokers, County Council Chairman Donald Bond, and John Flynn, head of the county's Central Democratic Committee.

Said 1 Thomas J. Guilfoil, state Democratic chairman, "If everbody here paid for their ticket, this is a hell of a deal." Representatives from both sides in the Gateway Mall controversy came. And real estate developer Donn H. Lipton, who wants to save and restore some buildings in the mall, said that he and H. Edwin Trusheim, head of General American Life Insurance who wants to raze the buildings, had come to wish the mayor a happy birthday at the same time.

"Mayor Schoemehl almost fainted when we both came together," Lipton said. Frank Hamsher (head of the city's Community Developmet Agency) and William Lynn Edwards III (the mayor's development director) rushed over and said, 'is everything all "Then I introduced Mr. Trusheim to Carolyn Toft and she invited him on a tour of the area." Ms. Toft is executive director of the Landmarks Association of St. Louis Inc.

Representatives of some of downtown's big banks Boatmen's, First National Bank in St. Louis and Mercantile Trust mingled with executives from Ralston Purina Anheuser-Busch Cos. and county-based businessmen from Apex Oil Frederick's Roofing Co. and Falcon Products Inc. The mayor's mother, Lucille Schoemehl, said the party Friday evening was actually the second of the day for her son, whose birthday wa Friday.

Earlier, she said, the staff at City Hall gave him a party with "gag" gifts. Her contribution? A big, carefully iced birthday cake, which Schoemehl soon discovered was made of foam rubber. MSD Says McNary Budget Will Curtail Projects stormwater projects in St. Louis because the city does not provide matching funds. And if the County Council adopts McNary's $119.5 million operating budget, the county will also' not be participating in the stormwater program.

The county is making another budget cut related to storm water. It is closing the site inspection section of the Department of Public Works. The section has a manager and five engineers who review the drainage implications of plans for subdivisions, commercial developments and grading. They also review plans for sanitary and storm sewers and study flood plains. The section's employees will be laid off Dec.

31. The work will be transferred to two sections of the county Highway Department. The department's planning and design section will review plans and its construction section will provide inspections to make sure they are carried out. Richard F. Daykin, county director of highways and traffic, said he plans to use some existing employees and hire some engineering aides to do the plan reviews and inspections.

The aides, he said, will cost less than full-fledged engineers. The number of employees doing this work will be less than those now in the Public Works Department, he said. CBy Phil Sutin Of the Post-Dispatch Staff The Metropolitan Sewer District will not undertake small stormwater drainage projects in unincorporated of St. Louis County next year if the county does not contribute its share, says Charles W. Etwert, MSD's I director of engineering.

County Executive Gene McNary allocated no money for paying the county's share of the projects' costs in 1982 budget presented Thursday to the County Council. a This year, the county is using $450,000 in federal revenue-sharing funds to pay between one third and one half of the cost of 11 stormwater projects in the unincorporated area. one time, the county handled its '-own stormwater projects. But in 1980, Jhe county decided to work through 'MSD. 10 projects, MSD installed 'stormwater pipes to prevent floods in subdivisions.

In Paddock Creek in the Florissant area, the district repairs the creek banks to try to keep stormwaters within its banks. MSD has allocated $2 million in its -I fiscal year that ends June 30 for storfhwater projects in all but the outer parts of its service area. Tobacco Firm's Survey Called A Smokescreen For Cigarettes By Fred W. Lindecke Of the Post-Dispatch Staff A new public opinion survey, the Merit Report, will come to St. Louis on Monday. The American Lung Association of Eastern Missouri says it's only a gimmick to sell cigarettes. Philip Morris makers of Merit cigarettes, will park its computerized polling place at the Cervantes Convention Center, 801 Convention Plaza.

From Monday through Saturday, at sites throughout St. Louis and St. Louis County, passers-by will be able to drop in and give their opinions on 10 current issues. The computer aboard he futuristically designed polling will the participants to instantly how their answers compate with those of other respondents. At the same time, the local answers will be compared with a nationwide poll of 1,200 people.

Results will be given to the news media. There is no distribution or sampling of cigarettes, and no questions about smoking are asked. This is the procedure developed when the survey was first tested in southeastern cities last fall. But Barry Dunnegan, public relations director of the Lung Association, said the group "hopes journalists see the Merit Report for what it is and do not participate in disguising advertising as news." He distributed a magazine article in which James J. Morgan, executive vice president for marketing for Philip Morris, and Robert F.

Tracey, the company's director of promotion campaigns, were quoted as saving that the Merit Report is a vehicle to sell cigarettes. "The long-term goal is to have the Merit Report regularly quoted by television, newspapers and magazines as an authoritative source of public opinion," Dunnegan said. He also challenged the validity of the poll.
