It's about time.

On Tuesday night, the St. Louis Board of Education gave official approval to a program-sharing arrangement between the board's KSLH (FM, 91.5) and KWMU, the station run by the University of Missouri at St. Louis. The proposal for programs (mostly from NPR) now unused or reluctantly used by KWMU to be shuttled via telephone lines to KSLH for broadcast. KWMU, an NPR affiliate, has kept its own airwaves virtually clear of NPR material, sticking almost exclusively to classical music.

WSIE in Edwardsville, also an NPR affiliate, carries scads of NPR programs, but its transmission problems make its difficult or impossible to receive in many parts of St. Louis. i. The plan now goes to the legal who will work with the staffs of the institutions to draw up documents spelling out the specifics of the plan. Those i documents then must be approved by the school board, the curators of the University of Missouri and by National Public Radio before the program-sharing can begin.

Assuming fulfillment of a few basic requirements, this plan could prove a giant step forward for St. Louis broadcasting. I Listeners, of course, will be the 1 big winners. Long denied access to of radio's best programs, lthey now will have a chance to 'hear what the rest of the nation has been listening to for years. Chief among these programs is Things Considered," a daily, '90-minute news-and-public-affairs "magazine that has won almost Tevery honor available to a broadcast program.

Exciting, provocative, informative and fun, 'I Things Considered" airs in every major city in the United States except St. Louis. The UMSL proposal allows KSLH to expand its broadcast time and at an almost nominal cost, at least for the time being. But as the government funds that now pay for NPR programming dry up, public radio stations will find program costs skyrocketing. The board benefits, too, because on the strength of NPR programming, KSLH may very well become St. Louis' preeminent radio station for national news and public affairs. The enhanced public image and exposure such a station can bring to the city's beleaguered school system are intangible but nontheless real.

NPR benefits because it will have its programs heard where they have not been heard before. And before NPR approves the deal, according to vice president Clyde Robinson, it will make sure that "the programs' integrity is maintained, in technical quality as well as editorial content" and that they will air in a "professional context." Finally, just as UMSL has had to bear the blame for keeping NPR programs from St. Louis listeners, so will it share the credit for getting them on the air. At the same time, the plan will allow KWMU to keep its classical-music format pristine while mollifying those who criticized it, myself included, for doing so in the past. Problems remain, however, at UMSL.

KWMU staff morale is low, by some accounts, because the sharing plan was developed without its consultation. Some students close to the radio station are upset because giving up NPR programs robs them of an important educational resource. And the UMSL administration didn't help things much by planning the KSLH deal without seeking the advice of two groups designed to be sounding boards on just such issues the KWMU Advisory Committee, primarily a faculty group, and the KWMU Community Advisory Board, a citizen Nevertheless, as the city school board concluded this week when apprised of the difficulties, they are UMSL's problems. The public, the school board, NPR and even UMSL come out ahead.
