Daniel Walker has signed legislation authorizing payment of up to $5,000,000 to supplement federal aid to the aged, blind and disabled.

21 (UPI) American Motors Corp. announced yesterday retail price increases averaging $119 on its 1974 compact and sub-compact cars. The action was in line with AMC's agreement with the Cost of Living Council. AMC said last Friday its average increase would not exceed $119. Robbers Lock Pet Shop Clerk In Dog Cage WASHINGTON, Dec.

21 (AP) Representative William Alexander Arkansas, was arrested at National Airport yesterday on charges of assault after what he described as a run-in with a traffic officer. Alexander said he nudged an airport traffic officer with his station wagon to attract his attention, and that the officer pulled him out of the station wagon, frisked him, twice threw down and briefly pinned him to the wet pavement by pressing his foot against the Representative's neck. Alexander was charged also with impeding an officer directing traffic at the airport, said Dennis Feldman, a spokesman for the Federal Aviation Administration to whom the officer reports. Feldman said that Alexander "disregarded the directions of a policeman and ran into the policeman" when he was directing traftic on the congested circle in front of the airport terminal. Alexander, 39 years old, said he did not recall whether he physically resisted the officer brake identified as Richard Prince.

When Walker and Rowden learned that the three were renting the house on Graeser along with two other persons, the patrolmen asked for permission to search the house. A marijuana cigarette was found in an ashtray in the house, the patrolmen said.

They questioned the other two occupants, John Bennett, 23, Austin, and Miss Hillary Sutherland, 21. Miss Sutherland told the patrolmen to search behind a bookcase, they said. The patrolmen moved the bookcase and found in a hole in the wall 47 pounds of what they thought was marijuana. That much marijuana would have a retail value of at least $11,750, police said. Bennett and Miss Sutherland also were booked on the possession charge.

All five were released pending application for warrants today. ACTION Criticizes City's Hiring Quotas ACTION, a human rights group, has sent a letter to Mayor John H. Poelker, demanding that blacks make up at least 50 per cent of all job classifications in connectior. with the construction of the Convention Center and future city projects. ACTION's letter was critical of Mayor Poelker for accepting what the group said were insufficient minority quotas outlined in the St.

PSC Begins Program For Safety In Trailers JEFFERSON CITY, Dec. 21 (AP) A program for enforcing safety standards on mobile homes and recreational vehicles was started yesterday by the Missouri Public Service Commission. The program, created by a law enacted in the 1973 legislative session, is designed to ensure that such vehicles sold or manufactured in Missouri are constructed safely. After Jan.

1, the PSC will be responsible for issuing rules, inspecting units and issuing certification seals. Revenue from the sale of seals, $8 for each unit, will pay for the program. A section of the law that requires mobile homes to be properly tied down will be handled by the state Division of Health, The first phase of the program will require manufacturers to identify units with serial numbers and certify that the products meet the requirements of the American National Standards Institute. The second phase will include preparation and publication of a Missouri Uniform Standards Code, establishment of inspection criteria and the preparation of reciprocity agreements with other states. Police reported that three armed men entered the shop and took $110 from the employe, Arthur Michelson, hit him on the head with a shotgun and locked him in the cage. He did not require medical attention. The three also took $140 from the cash register before fleeing, police said.

J. H. Brislin Dies; Won Pulitzer Prize SCRANTON, Dec. 21 (AP) J. Harold Brislin, Pulitzer Prize-winning reporter for the Scranton Tribune and the Scrantonian died yesterday.

Plane Gets Stuck In Snow GRAND RAPIDS, Mich. Dec. 21 (AP) A North Central Airlines DC-9 got stuck in a snowbank yesterday when the pilot the runway at Kent County Airport. The plane had started to taxi down the runway for take-off when it was ordered to turn onto a side strip because another plane was landing. The pilot cut the turn too sharply and got stuck.

A special crew will be sent from Detroit to remove it from the snowbank. Rhodes Urges Nixon To Reject Pay Hike Chicago Sun-Times WASHINGTON, Dec. 21 House Republican leader John J. Rhodes urged President Richard M. Nixon yesterday to reject the pay raise (from $42,500 to $55,000 a year) that is pending for members of Congress.

To avoid the responsibility for increasing its salaries, the House and Senate arranged for an outside commission to recommend the raise. The President has authority under the system to grant the full amount, reduce it or reject it altogether. His congressional liaison staff has recommended that all or most of the increase be approved. A decision is required by the end of the year. ST.
