He was 65 years old. The seizure, apparently a heart attack, occurred in the office of a veterinarian, where Mr. Kinsella had taken his family's dog for treatment. The veterinarian found him collapsed on the floor of the waiting room. He was pronounced dead at St.

Joseph Hospital in Kirkwood. The veteran reporter, regarded as one of the best in what was a highly competitive area of reporting, was on Intimate terms with many persons in the St. Louis Police Department, high ranking officers and patrol-men alike. "He was my longest friend while in police work," Chief of Police Eugene J. Camp said Saturday when told of Mr.

Kin-sella's death. "I knew him from the lime I was a telephone boy with the department and got many sound ideas on police work from him." Mr. Kinsella started to work for the Post-Dispatch on a temporary basis in 1934, filling In now and again on the police beat. He was given the beat permanently three years later, and there he remained until his retirement almost a year ago, on July 1. The wide-ranging "contacts" he built up during those years, combined with his news instinct, paid off in many solid "exclusive" and "inside" stories.

One of the better known stories told by his colleagues concerns the celebrated Greenlease kidnaping case. On a morning in October 1953 shortly after the abduction in Kansas City occurred, Mr. Kinsella noticed three strangers walk into the chief's office at the unusual visiting time of 7 a.m. His suspicions aroused by the visit and by the clam-like silence he encountered among the chief's staff, Mr. Kinsella began sounding out his contacts until discovered what had happened: the kidnapers, Carl Austin Hall and Bonnie Brown Heady, had been arrested here and the $600,000 ransom seized.

The story scooped not only the competition in St. Louis, but also the Kansas City Star, which had sent a reporter with Kansas City police officers assigned to pick up the kidnapers here. Mr. Kinsdla's enterprise earned a $500 bonus. His easy manner and friendly approach were reflected in a famished dime that the late Chief of Police Jeremiah O'-Connell carried out with him on retirement In 1959.

It was one of only three mementos that the chief kept after his years with the department, and was given to him years before by Mr. Kinsella after the chief's salary was raised to ($9999.90 a year. In Cairo, delegates attending Palestine's parliament in exile said Saturday the delegation had approved1 a "compromise strategy to escalate guerrilla warfare against Israel while leaving the door open to further participation in the Geneva peace conference. The delegates said the Pales-t i National Council would announce the strategy shortly, ending a week-long debate that failed to unite the moderates and radicals on the 162-man body. Both factions claimed victory of a sort, the radicals because no decision was taken to go to Geneva, the moderates because there was no outright rejection of joining Araty-Israeli negotiations.

Basically the council left it to the executive committee of the Palestine Liberation Organization, headed by Yassir Arafat, to decide whether to go to Geneva after an invitation is received. Council sources said their decision would largely depend on the working of an invitation, and on pressure from the Soviet Union, Egypt, Syria and oil-rich Arab states such as Saudi Arabia, Libya and Kuwait, who control the resistance movement's purse strings.
