6 (UPI) -Record-breaking increases in doctor bills and hospital costs are making it very hard for the poor and the aged to get by, says Caspar W. Weinberger, Secretary of Health, Education and Welfare. Since economic controls were lifted April 30, physicians' fees have increased 19.1 per cent a year and hospital charges 17.7 per cent, he said, while inflation for the whole economy was increasing 12.5 per cent. "Even during the medicalcost inflation which followed the introduction of medicare and medicaid, increases in doctor bills came nowhere near the record-breaking rises we see now," Weinberger told the American Association of Medical Clinics yesterday. Now, with national health insurance legislation on the horizon-although passage of a bill appears unlikely this year- continued price increases threaten doctors, hospitals and others with new government controls, Weinberger said.

"The danger is that substantial increases in the cost of health care, such as those we are now experiencing, could lead to public demand to limit the independence traditionally accorded to providers of health care and to broaden the extent of federal intervention in the operation of America's health care system," he said. Tough talk on health care inflation is not new for-Weinberger. On May 3 he warned leaders of major health groups that they must control their costs or the Government might be forced to do it for them. He said such "skyrocketing inflation" threatens to hamstring health insurance programs for the aged and the poor, limit federal health services for veterans, military personnel, American Indians and others served by public health service projects, and erode cancer, heart and other disease research. "If the current trend continues even at a reduced rate, it may well add another billion dollars to our already swollen federal health budget," he said.

At the suggestion of North Carolina Gov. James E. Holshouser debate was tabled so delegates could work out a compromise over dinner.

"I suspect that the delegates to the First Congress resolved their differences the same way," Holshouser said. There was no dispute over the one resolution adopted, which called for reaffirmation of America's basic principles of freedom of press, speech, assembly and religion. "We rejoice that the Constitution works, tested as it has An alcohol and drug abuse prevention program that would entail creation of detoxification centers at several sites in Louis County was outlined yes- been for nearly years, and that our government remains a government of laws," said the resolution introduced by Holshouser. The delegates met at Carpenters Hall, a block from Independence Hall and in the heart of what the National Park Service calls "the most historic square mile in America." Drone county drug program co-ordinator. The proposal was in a 250- page report to the county's Drug Abuse Prevention Commission and contained these recommendations: (1) A major detoxification center at St. Louis County Hospital, with satellite centers in the north and south county. (2) Creation of a new unit within the Department of Community Health and Medical Care to furnish emergency treatment, detoxification, medical services and other assistance to drug and alcohol users. (3) A program staff of 62 persons, to be drawn from county police, welfare, community development and health departments.

Drone estimated the cost at $185,187 for the remainder of 1974, and $914,541 for. 1975. He said statistics compiled by the Drug Abuse Prevention Commission indicated that about 75 persons a day received treatment at county hospitals for overuse of drugs or alcohol. There are about 3600 drug or drug-related arrests made each year in the although only about 300 of these cases come to trial, he said. The report stressed the benefits of vocational rehabilitation, education, family therapy and psychological counseling in dealing with drug and alcohol users.
