Planning The board Director asked City-County Teree Hartt to examine the plans to see if they conform to plans the city has for landscaping downtown. Cole, owner of the Hob Nob Corner in Nashville and a former waiter at the Walnut Room here, said he has purchased the former Partners and Friends Restaurant and plans to call the new restaurant the Hob Nob East. Cole said he hopes to open the restaurant i in June. In other business, the board: Accepted the resignation of probationary police officer Mark Lambert. Police chief Jerry Coon said Lambert resigned for personal reasons.

Approved plans for the closing of several streets near the Foundation for Youth for the After- Prom party, May 17-18. Approved a taxicab license for Tamadge Foster of 620 California. Took under advisement a request from police officer David Kittle for a leave of absence to attend military flight school. The board approved the request of DSI executive director Dave Kiely to continue to assist the Department of Mental Health's Division on Developmental Disabilities to coordinate the "listening" conference being funded through an $8,860 grant from the Developmental Disabilities Services Act. THE CONFERENCE'S purpose is to allow providers and state affiliates to have an opportunity to present ideas that may result in a better system of service delivery. "Anytime the Department of Mental Health is thinking quality programs, we want them to think DSI," said Kiely. He also reported on the progress of the Hot Spot Project. Hot Spots are decorative pins which DSI has been granted marketing rights by Hot Spots Inc.

Kiely said DSI has been exploring a variety of marketing possibilities where the product could be sold. Also at the meeting, Kiely said other directions for the funding of a new rehabilitation facility at Madison were being explored since the Indiana Senate Finance Committee recently cut $525,000 allotted to the facility from the Department of Mental Health's construction budget despite its being ranked as the DMH's number one priority. Students Participating in Problem Solving Program Several Bartholomew Consolidated School Corp. students are participating in the program, "Indiana Future Problem The program, which can involve children in grades 4 through 12, is sponsored the Indiana Department of Public Instruction and is aimed at developing higher level thinking skills and problem solving techniques as well as to encourage group interaction to solve current issues. Topics discussed and researched this year have been drunk driving, nuclear war and education.

Southside students in the fifthsixth grade Academic Challenge Class scored well on the issue of education, according to sponsor Janice Montgomery. The group has been invited to the State Bowl Saturday at IUPUI Indianapolis. Students participating in the bowl will be Ben Loheide, son of Dr. and Mrs. Stephan Loheide, 307 Sunset; Leigh Chesnut, daughter of Mr.

The Project consists sentially of: Site Work: Walks, curbs, paving, landscaping, tennis courts. fencing, lighting and utilities.

Additions: Pool locker, lobby and dining room addition to the existing Donner Center facilities, new public restrooms in the Donner Park. Renovation: Complete renovation of the Donner. Center facility and systems. The work shall be awarded under one contract for all work. The work includes all labor, materials, transportation service, equipment and everything requested or necessary to the proper and entire furnishing of each branch or part of the work.

Bids shall be enclosed in a sealed envelope, Identified as to the Project and the Contract being bid, addressed to the Columbus Parks and Recreation Board, with the name and place of business of the bidder. Bids shall be made on Indiana State Board of Accounts Form 9 and Specifications Bid Forms and shall be companied by Questionnaire of Experience and Financial Statement of Indiana State Board of Accounts Form 96-A. Bidders having their principal place of business outside the State of Indiana must company their bid with a tifled check made payable to the City of Columbus, Indiana. In-state bidders may accompany their bid with either a bid bond or certified check made payable to the City of Columbus, Indiana.

Such bid bonds certified checks must be in an amount equal to five percentum of his bid as a guarantee that he will carry out the terms of his bid. 6. Bids shall state the time of completion of construction by the Bidder. 7. The bid shall be subject to acceptance of the Columbus Parks and Recreation Board.

6. The successful bidder shall, upon acceptance of his bid, enter into a satisfactory contract and furnish satisfactory evidence of capability to procure and pay a separate Contractors Performance and Payment Bond in an amount equal to his contract price, and such bonds shall comply with all laws of the State of Indiana governing public contracts let by governmental units. 9. In the event any bidder withdraws his bid or fails to execute a satisfactory contract or contracts and furnish satisfactory evidence of performance bonding capability within ten (10) days after contract or contracts has been awarded to such bidder by the Columbus Parks and Recreation Board may declare his Certified Check or Cashier's Check or Bid Bond forfeited to said Parks and Recreation Board, as liquidated damages, in pro portion to the amount of bid accepted 10. The "Columbus Parks and Recreation Board" shall have the right: A.

to accept any bid within forty-five (45) days after the time of opening of bids, durIng which time no bids shall be withdrawn. B. at any time to reject any and all bids; and C. to waive all formalities and irregularities in the bidding process. D.

to condition the bid acceptance with a requirement that the contract award subject to the sale of bonds within ninety (90) day's from the time of the acceptance of bid and award of Contract; that in event the Owners do not give "Notice to Proceed" within the ninety (90) days from the award of Contract, said Contract is terminated with all parties held harmless and free of all obligations unless the ninety (90) day period is extended by written agreement between the Owner and the Contractor. 11.
