Roy S. Rauschkolb of Granite City, an agency member, reporting on the separate meeting, said his group had reached no conclusions on how the agency should proceed, but that the problem was so serious that members felt the agency should come into the picture. He cited Nameoki as an example of many communities now without adequate drainage facilities. Situation in Nameoki.

"Nameoki is essentially a cesspool community," he said. "Flash floods carry sewage over large areas, creating a health menace. The big problem is how the Bi-State Agency can help, without conflicting with the East Side Levee District, which does not cover the whole watershed." Rauschkolb, manager of the Tri-Cities Chamber of Commerce, emphasized that the separate meeting of East Side members had been in no sense a "rump session." but just an effort of the group "to appraise what the agency had accomplished to date." He said members had agreed that public relations also was an important problem. "We felt that we must get the agency story across to our constituents and to the Illinois Legislature," he said. Last March the agency hired an engineering firm to conduct sewer survey on the aide of the river, to include St.

Louis and St. Louis county. The agency, composed of members from both sides of the river, does rot now have authority to construct sowers, but plans to seek such authority at the 1951 sessions of the Illinois and Missouri legislatures. specialty: work myself.
