Carl F. Packer Carl F. Packer, 79, of Festus, died Nov.

16, 1999, at St. Anthony's Medical Center in south St. Louis County. Mr. Packer was retired after working as a letter carrier for the National Postal Service.

He was a member of Second Baptist Church of Festus, Disabled American Veterans and the National Rifle Association. He was a former member of the Army Air Corps and the Air Force in World War II, the Korean conflict and the Vietnam War. He was a survivor of German camps for prisoners of war. The funeral was Friday a at Second Baptist Church i in Festus. The burial was in Rose Lawn Memorial Gardens in Crystal City.

Among the survivors are his wife, Margaret Packer of Festus; a daughter, Margaret Ann Johnson of Festus; two sons, Jimmy Lee Packer of West Hills, and Lloyd Wayne Packer of Holt, 12 grandchildren; and nine great -grandchildren. Lottie M. Vaughn Lottie M. Vaughn, 79, of Dittmer, died Nov. 17, 1999, in St.

Louis a County. Mrs. Vaughn was a homemaker and worked as an assembler of military armaments during World War II. A private funeral was held in California. She is survived by her son, Warren Vince Vaughn; and a brother, Walter Chruchlow of Broaddus, Texas.

Among the survivors are his son, Tyler Yates of Imperial; a brother, Dale Yates; and a sister, Kaye Yates. Eugene W. Hairer Eugene W. Hairer, 69, of Festus, died Thursday (Nov. 18, 1999) in St.

Louis. Mr. Hairer worked as an electrician at Dow Chemical. The funeral was Saturday at Mahn Twin City Chapel in Festus. Among the survivors are his wife, Gail P.

Hairer of Festus; a son, Eric Hairer of Festus; four daughters, Patricia Dobbs of House Springs, Coady Krzysztof of St. Louis, Cathy Kohenskey of Wentzville and Michelle Hairer of St. Louis; a brother, Bryan Hairer of Bloomsdale, a sister, Charlene Morgan of Bloomsdale; and five grandchildren. Michael Matthew McFall Michael Matthew McFall, 58, of Dittmer, died Nov. 14, 1999, at home.

Mr. McFall was a pipefitter, a member of St. Stephen Church in Richwoods, and a member of Pipefitters Local 562. The funeral was Thursday at St. Stephen Church.

The burial was in St. Stephen Cemetery. ive ST. LOUIS POST- DISPATCH Circuit Court Michel Ann Medvik, 31, De Soto, was sentenced by Judge Gary P. Kramer Nov. 15 to four years in prison for burglary and receiving stolen property in a Feb. 5, 1998, incident in which Medvik unlawfully entered Lane's Storage Lockers at 315 East Main Street in De Soto and later disposed of a camcorder, three china cabinets, electrical tools, saws, drills, six rifles, two handguns, a Craftsman rolling toolbox and tools and a jewelry box with jewelry in it while knowing or believing the items had been stolen.

Jeremy R. Messmer, 28, Arnold, was sentenced by Judge Dennis J. Kehm Nov. 11 to four years in prison for two counts of driving while intoxicated in a June 13, 1997, incident on Telegraph Road in Arnold and in an Aug. 28, 1997, incident on Richardson Road in Arnold in which Messmer operated motor vehicles while under the influence of alcohol.

Messmer's prior record includes a 1993 conviction for driving with an excessive blood -alcohol content in St. Louis County and a 1991 conviction for driving while intoxicated in St. Louis County. Tony W. Shackelford, 19, Arnold, was sentenced by Judge Gary P.

Kramer Nov. 15 to two concurrent three-year prison terms for burglary and stealing in connection with a Feb. 11, 1998, incident in which Shackelford entered a house in the 3300 block of Tenbrook Road in Arnold and took a Marlin 30-30 lever action rifle, a Minolta 35 mm camera, a modular stereo system, videocassette recorder, rifle scope and two watches. Robert Lee Smith, 19, St. Louis, was sentenced by Judge Gary P.

Kramer Nov. 16 to four years in prison for first-degree tampering in connection with a Sept. 30, 1998, incident in which Smith had a 1984 Chevrolet Monte Carlo without the owner's consent. Robert A. Sneed, 51, St.

Louis, was sentenced by Judge Gary P. Kramer Nov. 15 to five years in prison and a concurrent four-year term for driving while intoxicated in a Feb. 8, 1997, incident on Wiggins Drive in Pevely and a Dec. 5, 1997, incident on Old Gravois Road in High Ridge in which Sneed operated vehicles while under the influence of alcohol.

Sneed's prior record includes a 1995 conviction for driving while intoxicated in Lafayette County, and a 1989 conviction for driving while intoxicated in St. Louis County. Driving while intoxicated is considered a felony in Missouri on the third offense. Richard Shane Spurgeon, 25, address unknown, violated his probation and was sentenced by Judge Dennis J. Kehm Nov.

16 to three years in prison for unlawful use of a weapon in a Feb. 14, 1994, incident in which Spurgeon carried a concealed Colt .380 semiautomatic pistol. Markus S. Travis, 20, Hillsboro, violated his probation and was sentenced by Judge Dennis J. Kehm Nov.

16 to five years in prison for first-degree statutory rape in incidents between May 1, 1997, and June 7, 1997, in which Travis had sexual intercourse with a girl who was younger than 14. Sheriff's Department A Pioneer 300 CD player, a DVD player and surround-sound systems were stolen from a home in the 3300 block of Lemehl in De Soto between 5 p.m. and 9 p.m. Nov. 16.

A Ruger semiautomatic pistol, a Bryco semiautomatic pistol, a Ruger .357 revolver, a loaded .380 sixround magazine and a 10-round magazine were stolen from a home in the 5400 block of Old Highway 21 in Imperial between Nov. 12 and Nov. 16. About $700 worth of coins were stolen from the kitchen table le of a house in the 40 block of Delores Drive in Fenton between 8 a.m. Nov.

12 and 5 p.m. Nov. 14. A Sony Playstation, a video game, a Panasonic videocassette recorder and a J.C. Higgins 12-gauge shotgun were stolen from a home in the 5300 block of Rainbow Drive in House Springs between 6 a.m.

and 3:30 p.m. Nov. 12. A gold crucifix necklace, $908 in cash, two gas cans, two coats, a radio, safe box and eight compact discs and cassette tapes were stolen from a home on Delores Drive in Fenton between Oct. 26 and Nov.
