24 (AP) For the tenth consecutive year, Rabbi Philip Weinberg will sit in for a police chief on Christmas Day, to give the official the holiday off. The Jewish clergyman substituted for the Roman Catholic chief in Reno, for six years and for the odist chief in lndio, for three years. Thursday he takes over for Chino Chief Frank Meehan, a Roman Catholic. The Rabbi said he has had no police experience, nor has he had any serious problems on his Chirstmas tours of duty. He is a chaplain with the California Department of Corrections, serving at its Institution for men here.

Badaracco suggested yesterday that the city consider renovating a vacant building in the Chronic Hospital complex Arsenal Street for use as a pretrial juvenile detention facility- Badaracco pointed out also that one of the vacant buildings in the Pruitt-Igoe housing complex could be used for such facilities, but this suggestion was immediately rejected by the Mayor's office. A spokesman for Mayor Alfonso J. Cervantes said that the housing complex faced enough problems without using a part of it for detention. However, the spokesman said that Budget Director Jack Webber and C. Larry Unland, i of the Board of Public Service, were investigating the use of Building in the Chronic Hospital complex for juvenile detention.

Laird, was returned here today and freed without charges. "I wanted to go to Russia to talk about conditions in America," Anthony Pascarzio, 28 years old, said on his return. Pascarzio, who lives in Queens and described himself as an actor and musician, said earlier he had intended to radio the Russians about "how bad a country America was." Fearing an attempted hijacking, the crew of the four-engine turboprop, flying from New York to London, subdued Pascarzio outside the cockpit door and held him until the craft could descend from 30,000 feet and make an emergency landing at Glasgow last night. The suspect, Gerald Henry Timmer, 40 years old, Waterloo, has been transferred to the Johnson County jail, where he is being held in lieu of $4000 bond on a charge of stealing by fraud and deceit.

Warrants have been issued in both Johnson and Clark counties. Crestwood police said that Timmer apparently has been selling fraudulent life insurance policies with premiums of $110 a year to persons between 65 and 85 years of age in Missouri, Wisconsin, Iowa and Illinois. Timmer was arrested about 9 a.m. in the Crestwood Bank, 9701 Highway 66, on suspicion of automobile theft. Bank officials had called police because Timmer had an Iowa driver's license, but his 1969 Lincoln Continental was registered in Colorado under the name of Wilson.

Timmer had displayed the documents in a banking transaction. One Suspect Sought In Attacks On Women One man was suspected today of being the attacker of a girl and a woman. The girl, 17 years old, reported she was raped yesterday, and the woman, 28, who is seven months pregnant, told police a man tried to rape her. Police said descriptions of the attacker matched. The older woman said she was walking in the 2200 block of North Fourteenth Street when a young man grabbed her and forced her down the street and into a vacant building in the 13A0 block of Clinton Street.

The man knocked her down and kicked her and fled when she became ill, the woman said. She was treated at City Hospital for neck and knee injuries. About an hour later, the girl said that she was attacked in the 2200 block of St. Louis Avenue. The girl said a man forced her into a vacant building in the 2200 block of Montgomery Street, where she said she was raped.

She was trealed at City Hospital and released. Slore, Customers Robbed IJy 3 Men An undetermined amount of cash was taken yesterday by three men who robbed a Nine-O-Five liquor store at 4267 Manchester Avenue. Each of the men was armed with a revolver. One of the men put the barrel of a revolver to the head of William Greiner, a clerk, and forced him to open the safe. They scooped the mrtney into paper bags.

a Tl N'JVfi Mail Truck WASHINGTON, Dec. 24 (AP) Postal authorities reported today the theft of $382,000 in the holdup Tuesday of a mail truck by three men. The money, a spokesman said, was in a military pouch from Germany to be delivered to the Treasury Department. He said the currency was mutilated but still passable "one or two more times." He said the money was being sent to the Treasury to be destroyed. Police said the truck was held up when it stopped at a loading dock at the Federal Home Loan Bank Board.

The driver, Andrew Arnold, told police that three men, one armed with a shotgun and one with a pistol, approached him and his guard on the loading dock and forced them into the back of the truck. One robber, wearing the mailman's uniform, drove the truck to a side street while his accomplices rummaged through the mail sacks, Arnold said. They removed one box from the military pouch and drove away in a rented truck parked on the street. Wiggins To HeaI Vouth Task Force Harry Wiggins, i so i supervisor of liquor control, will head a task force on Youth 'n-volvement in Government for the Missouri delegation to the 1970 White House Conference on Children and Youth. The task force will draft suggestions for the Missouri delegation to present to the conference next December.

In the year since he was appointed to the Missouri delegation by Gov. Warren E. Hearnes, Wiggins has been keynote speaker and an adviser on government at many "Little White House" regional conferences around the state. Wiggins is asking young persons of Missouri to write to him their views on involvement in government, so the task force can submit recommendations "with a lasting state and national impact." 3000-Pound Hook Crushes Worker Frank Grady, a worker at Granite City Steel was killed last night in an accident in the firm's hot roll finishing department. He was crushed by a hook used to lift heavy coils of steel which accidentally dropped from its roof position.

Grady was 59 years old. He had worked for the company since 1055. He lived at 3157 Myrtle Avenue, Granite City. of the battalion, Maj. Wilford A.

Phelps, who was injured in September and sent to a hospital in the United States. In a weekly column for the Santa Monica Evening Outlook, Phelps said that he and Lt. Col. Robert N. Fernandez, com-m a of the battalion, discussed a Christmas party for the children but the only things lacking were toys to give them.

"Why not share a little of our good luck with a child who has had no luck?" Phelps, the father of two sons, asked. The response came quickly. Fernandez said a ''flood of presents" poured into the battalion's headquarters, known as Fire Base San Juan Hill. Thousands montagnards gathered in the district town's main square today for the party. They came from the many hamlets around the area where fighting has continued for years and where one important battle was fought last summer.
