By JOSEPH ALSOP WASHINGTON. SENATOR JOHN F. KENNEDY of Massachusetts 'has now staked his presidential candidacy on the chancy Wisconsin primary, in which his chief opponent will be Senator Hubert H. Humphrey of Minnesota. The background of Kennedy's gamble casts much light on the character of the man.
