The Office of War Information proposes to build Up in its overseas propaganda campaign the presidential nominees of both major political parties in next year's Robert Sherwood, director of OWI's overseas division, during hearings on the War Agencies Appropriation Bill which was sent to the House today, was asked by Appropriations Committee members what his attitude would be in next year's campaign if he still heads the division.

He replied: "We should make every attempt to advertise and dramatize the very- fact of the campaign itself and the free election as a fine demonstration of American democracy continuin freely in the midst of war. Every attempt should, be made to build upi both candidates, with absolute impartiality, because one or the other of them will become the President of the United States, and it will then be our duty to convince the- world of his good faith, his statesmanship and his wisdom-in the handling of all the manifold problems of the war and beyond the war 'Between now and the time of the next election, Sherwood added, "we should continue in our propaganda to tr at the President of the United States as we will treat the next Prec'-'-t, whoever he may be." He testified in- support of a budget estimate of $2,300,000,000 for the WSA's revolving fund for the new fiscal year representing an Increase of $1, 225,989,583 over cm-rent appropriations.

The budget also carried 72 million dollars foe the Maritime training fund and $3.10,000 for Federal contributions to State Marine nchools and maintenance and repair of training vessels. lllllillr in Diesel. tank concentration near Sevsk in the vital Orel sector of the Soviet front last night in a continuation of several days of sharp activity in that area, the noon communique said today. Direct hits were registered on Nazi tanks and four German planes were brought in the aerial combats which followed, the Russians said. Four other German planes were brought down in sharp aerial action northwest of Mtsensk in the Orel sector, the communique reported. Russian scouts were active in the Scvsk area, taking prisoners and killing several scores of Germans.

The Red Army out off. some strongly fortified German defenses northwest ot Mtsensk to the north of Orel in some of the most violent local fighting in recent weeks, front line dispatches said. The midnight communique said the Germans counterattacked strongly yesterday in an effort to retake four populated places captured by the Russians in the local offensive, but were forced to withdraw at sundown when the Russians beat off their attempts for the second day.
