The rioters were endeavoring to prevent men from boarding a steamer for the North where work awaited' them, authorities said. Constable John Barker suffered a broken ankle when his horse slipped and fell on him. Police fought with the crowd for more than two hours before dispersing it. One arrest was made.

Burton Holmes, starting his fortieth annual tour of the country In his series of illustrated travel talks, began a series of five successive Monday night appearances at the Odeon yesterday evening and was greeted by one of the largest crowds in his history. The Odeon was practically sold out completely. For his first talk, with which he showed motion pictures and stUT camera views of the places visited. Four men are held in jail at Clayton while prosecuting authorities are trying to learn which two of them should be tried for the robbery of a filling station owner. Warrants were issued against them, but yesterday Elmer Dunaway, 29, surrendered at Clayton and said he and Earl Riley, 27, were the robbers. Bowlin is a brother-in-law of Dunaway. JOHN TAPPELL MADE CHIEF OF GRANITE CITY POLICE Fills Vacancy Caused by Death of Boss John son Last Thursday.

John Tappel, desk sergeant of the Granite City Police Department for nine years, was appointed Chief of Police by the Board of Fire and Police Commissioners yesterday. He succeeds Ross Johnson, who died last Thursday. Tappel is 48 years old and has been on the force 18 years. As Chief, his salary will be $165 a month, an increase of 116.50. The vacancy caused by his promotion will not be filled, the commissioners said, and Tappel win fJH both posi tions.

Couzens Bank Bill Approved. By the Associated Press. WASHINGTON, Feb. 21. The Senate Banking Committee at a special meeting today gave speedy approval to the Couzens emergency banking biU authorizing the Comptroller of the Currency to apply to national banks any restrictions placed on state banks by state leg islatures.
