CHICAGO, Sep. 7. Prolonged applause greeted William J.

Bryan during his ad dress before the national convention of the Friends of Peace, yesterday, when he said: "I want you to be thankful that this country's President loves peace and trying, with every means at his dispo sal, to preserve our country's peace." ShorUy before the delegates had cheered Congressman Henry Volmer of Iowa while he attacked the adminis tration for permitting shipments of war munitions from America to Europe. Before adjourning, the convention in structed its officers to make known to President Wilson and Congress the purposes of the Friends of Peace as em bodied in resolutions adopted at the morning session. The resolutions, which were styled "a new declaration of Independence," made no formal demand for an embargo on munitions of war, but declared for the freedom of the seas to all commerce. including that with all belligerent na tions, and opposed manufacture of death-dealing Implements for profit. The officers also were Instructed to draw up bills embodying these princi ples for presentation to the next Congress.

The best applause-provoking incident of the convention took place at the aft ernoon session, when Jeremiah A. O'Leary of New Tork, one of the speak ers, called the Rev. G. C. Berkemelr, German-American delegate, and the Kev.

J. H. S. Somerville, an Anglo-American delegate, to the speakers' Btand and requested them to clasp hands as a visible refutation of charges that the convention was a pro-German gathering. The Rev.

Mr. Berkemelr, a Lutheran minister, clasped the Rev. Mr. Somerville, an Episcopalian rector, in his arms and kissed him on both cheeks, while the audience burst Into frantic applause. Bryan confined his address to a dis cussion of the ethics of warfare, the necessity, as he described it, of the United States keeping out of the present trouble, and of the duties of citizens in doing all In their power not to endanger the country's peace.

COMPLAINT FILED AGAINST LACLEDE GAS CO. RATES Public Service CommlMioa Probably Will Order Valuation of Corporation's Property by Its Experts. JEFFERSON CITY, Sept. 7. A com plaint was filed with the Public Service Commission today, signed by more than 500 citizens of St.

Louis, charg ing that the tariffs of the Laclede Gaslight Co. on both gas and electric service are unreasonably high and discriminatory. Affidavits are signed by William C. Etter, 808 North Grand avenue and Felix Scalzo, 3515 Morgan street. The complaint declares that rated charged by the Laclede company exceed the rates paid for similar service in Detroit," Milwaukee, Indianapolis and Los Angeles.

The case has not been set for hear ing. It probably will require a valuation of the company's property by the engineers and expert accountant of the commission. The commission experts are now compiling an estimated valua-( tion of the Union Electric Light and Power Co. 7. George Mc- Clellan, former Mayor of New York, arrived here today. Before coming to Holland McClellan spent six months traveling In Italy, France, Switzerland, Germany and Belgium. He did not visit the front at any point, however, and his war impressions, he said, are almost entirely given up to the misery caused the civilian population of Europe. He remarked, particular, that he didn't understand how Italy could go to war after she had seen the misery experienced in the previous 10 months in other countries.
