Nominees Are Named in New Orleans Runoff NEW ORLEANS (AP) Philip C. Ciaccio, 34-year-old attorney, and Charles G. Smither, an insurance executive, won Democratic nomination to the Louisiana House of Representatives in a runoff primary Saturday. Complete returns from the 9th Ward on the eastern edge of the city gave Ciaccio 7,691 votes to 6,420 for Louis Trent. The House seat was vacated by Daniel Kelly when he became a city councilman.

Ciaccio will meet Republican Lucius D. Dalton in the June 5 general election. Complete returns from the uptown 14th Ward gave Smither 4,. 436 votes to 2,610 for John Sin- green. The vacancy resulted from the election of George Tessier to the slate Senate, Smither will face Republican Hugues de la Vergne II in the general election.

Ciaccio, who ran unsuccessfully for the city council as a member of the Sen. Adrian G. Duplantier ticket, was backed in the current race by the AFL-C10 committee on political education. Trent was backed by Mayor Victor H. Schiro, the Regular Democratic Organi- lace.

Former Gov. James Folsom, who ran a close third in the May 1 primary, threw his support to deGraffenried, who tailed Wallace by 46,000 votes in the first primary. The big question in Alabama Is which of the state's nine Democratic House members will be retired from public life. All nine won nominations from their districts May 1, but only eight can return to Washington next year because Alabama, like Kentucky and North Carolina, lost a House seat. The Legislature was unable to agree on new districts, so Democrats will vote on a state-wide basis for eight of the nine candidates.

The one with the lowest number of votes loses. The others go on to the November elections. The nine Democratic congressmen engaged in the unique race are Frank W. Boykin, George Grant. George W.

Andrews, Kenneth A. Roberts, Albert Rains, Armistead Selden Carl Elliott, Robert E. Jones and George Hud- dloston Jr. Florida has no such problems. The stale grew so fast in the 1950s that it gained four new- House seats, and all of Tuesday's voting will be in the new dis- stricts.

The rank odor comes from piled i up seaweed with its marine life trapped inside. Oldtimers say it is the worst in 50 years. The pileup began a month ago and information here is that the situation is similar all along the Gulf of Mexico coast. Galveston city employes have made heroic efforts to remove the seaweed but it piles up faster than they can remove it.
