And if one is determined to do some thing that will necessitate his arrest he would better go to Granite City to do It, for under the rule of a Socialist Chief of Police getting arrested is going to be a polite function. Mayor Kirkpatrlck would like to give Granite City municipal waterworks and municipal light works and municipal other things, but he finds that his pred ecessors office have given away franchises that are either perpetual or for long terms, persuaded thereto by wlnlngs and dinlngs.
