Matson WSC personnel director and Dr Robert Mikkelsen dean of the School of Humanities SOME GOALS In addition the EEO committee gets help in carrying out its work through the WSC Commission Ethnic Studies personnel office and student government Some of the goals for the coming year for the EEO program Mrs Silva said include interpretation of the US Depart of Health Education and Welfare (HEW) guidelines to insure equal opportunity for every employe at Weber State College to identify any problem areas at WSC to recommend remedial action to eliminate problem areas and to assure that hiring decisions do not have the effect of rejecting a disproportionate number of minority and female job Station Goes To Tooele Man In Split Vote Sale of its educational television station facilities to a Tooele broadcaster for $90000 was approved by the Ogden City Board of Education Monday night Hie station was purchased from a private operator in 1962 for $170000 and operated for years on Channel 9 with an educational television license Because of non-use the license expired last October The sale came on a 4-1 vote with board member Spencer Klomp in dissent With four supporting votes required the decisive vote came from Board President Glen Hoilev The law requires that in the disposal of real property a school board must have at least a two-thirds vote in favor That would mean three votes would not be sufficient SALE TERMS The successful bid came from Wendell Winegar operator of radio station KBYL in Tooele Terms included $10000 down with the remainder to be paid over a 10 year period at a 9 per cent interest rate Mr Winegar said he will operate the station as an educational television station as part of a broadcasters' school Supt William Garner said contacts have already been made on the license with the Federal Communications Commission and apparently no difficulties should be met LITTLE CHANCE Mr Winegar said he will keep the station in operation here and that he sees little chance of getting a license to operate commercially In making its decision to sell after years of dickering with an assortment of prospective buyers the board passed over an offer from the operators of radio station KSXX of Salt Lake City who had offered a total of $23500 over a 10 year period for the transmitter facilities at Little Mountain only Mr Winegar said he might be willing to lease transmitter facilities for the FM radio station KSXX wants to operate COMPLETE PACKAGE The Winegar purchase package was for the complete facilities owned by the Ogden district The board also had before it a $50000 offer from a Salt Lake City businessman for both station and transmitter Mr Klomp before the sale was concluded asked if efforts had been made to contact outside interests in making a sale Dr Gerald Raat assistant superintendent said contacts had been made with brokers in Beverly Hills Calif Chicago and Dallas but they expressed little interest in a station no longer licensed Dr Garner said he believed all reasonable effort had been put into getting the best price possible and that he felt pessimistic about getting additional offers He said the district administration would be glad to see the station sold because it had become a consumer of considerable time in working with prospective buyers and in stationing a maintenance man there the Area Council Mr Shirra explained each municipality in the county agreed to a multigovernment or area council approach to the water quality study The Salt Lake Council of Governments cities and the commission have contracted with the EPA for an $800000 Jordan Basin water quality management study Mr Shirra said he did not know how much the federal contract for the proposed Weber Basin study would cost But local governments in areas that do not follow EPA guidelines on water quality management may be prohibited from getting federal assistance on their respective water or water treatment projects he added If Davis County decides Friday it will not join in estabhsMng a water council Mr Storey said he did not know what Weber County will do cross that road when funded The Area Council also directed the County Commission to pursue the means for effecting the study even though it may result in Weber County administering it alone Morgan Commissioner Dale Thurston said his county would not be a part of a multigovernment water quality management council CONTROL SOURCES The study as prescribed by federal authorities would result in controls on sources of pollution and bring waste water treatment up to certain standards by 1984 There is no immediate water pollution problem in Morgan County Commissioner Thurston said If a problem develops the Morgan people will handle it not downstream users in Weber or Davis he asserted A water quality planning council will have enforcement powers but Mr Storey believes ATTORNEY FEES UP PLEASANT VIEW City attorney Robeit Echard has told the City Council here his fee effective Jan 1 will be an overall $35 an hour Formerly he charged $35 for in-court time and $25 for out-of-court work In order for Weber State College to comply with its commitments as an Equal Employment Opportunity (EEO) institution an Affirmative Action program has been adopted The Affirmative Action program is committed to a fair employment policy in hiring compensations benefits terminations education training and advancement without regard to race creed color religion national origin or sex-necessary because the college receives federal funds for its building and other programs Nearly two years ago WSC President Joseph Bishop appointed Mrs DeLoris Silva EEO director of Weber State and established an EEO office 62 HIRED In the 17 months that Weber Affirmative Action program has been operating 62 minority individuals have been hired under contract: 16 blacks two American Indians 28 Chicanos and 16 Orientals These employes include nine who were hired during 1974 an increase of 165 per cent They represent 773 per cent of the faculty and staff at Weber State who are under contract Located in the Administration Building Mrs Silva has the overall responsibility for implementing reporting and 1 monitoring all Weber EEO programs and is directly responsible to President Bishop Mrs Silva a Chicano has served widely on EEO the review committee on state hiring practices economic development committee for the Weber County Commission manpower minority and educational duties on the college state and public school levels NINE OTHERS President Bishop also appointed an EEO council of nine to provide counseling grievance procedure information and other services needed by the EEO program Mrs Silva is chairperson The committee is comprised of three faculty three staff two administrators and one student employe Functions of the Affirmative Action Committee are to: Assist the EEO officer in compliance and provide staff and administrative access to com-pli ance Information EEO i counseling and grievance procedure information To provide ad hoc committees as needed assist in reviewing hiring procedures and practices assist in developing a reporting such powers cannot be held by we get to he said The proposed Weber Basin water quality study has been placed in doubt following Morgan refusal to participate and a Weber opposition As a result disagreements may bring a confrontation between the Weber County Commission and the Weber Area Council of Governments upon which a commissioner serves along with mayors or townboard presidents and other elected officials Commissioner Boyd Storey remains adamant in his opposition to awarding any federal contract to the Area Council such as is proposed for administration of a water quality management study DECIDES THURSDAY Mr Storey said the study can be pursued jointly by Davis and Weber County The Davis Council of Government meets Thursday to decide if it will participate In Davis a county commissioner always heads the Council of Governments In Weber Ogden City Councilman Karl 0 Macfarlane is chairman A commissioner Mr Storey explained is elected countywide to represent all the people and he still doubts the legal authority by which the Wteber Area Council can act But Graham Shirra Area Council administrator and county planning director said the county commissioners have no enforcement powers over cities on zoning and planning LISTS REASONS That is why Mr Shirra said the federal Environmental Protection Agency (EPA) regulations limit contracts for water quality studies to multigovernment agencies or councils The Weber Area Council Friday approved the study being handled by the County Commission but a ruling from regional offices in Denver Colo Monday said the commission alone cannot be Ford Nominates Officer At Hill for Second Star DISTRICT RECEIVES FUNDS FOR COMMUNITY SCHOOLS A grant of between $25000 and $35000 for community schools received by the Ogden City School District will permit development of a greatly enlarged program Dr Gerald Raat assistant superintendent said today The grant which will come through state and federal sources has been approved by the Ogden City Board of Education A follow-up grant of as much as $250000 may be awarded for the 1975-78 school year Dr Raat said Grants of the same size are going to the Weber District First efforts will be to train more staff members for the community school program and get more coordinators preparing for the next school year 1 Dr Raat said selection of the two neighboring districts is a tribute to their state leadership in community schools programming and should result in even closer cooperation HILL AIR FORCE BASE Gen James Mullins vice commander of the Ogden Air Logistics Center has been nominated by President Ford for appointment to the temporary grade of major general and the permanent grade of brigadier general The president made the nomination to the Senate Gen Mullins reported to Ogden ADC in June of 1973 after serving with the Headquarters of the Air Force at the Pentagon in Washington DC where he was chief of the aircraft division in the office of the deputy chief of staff for research and development CADET TRAINING A native of Jersey City NJ he received a degree in business administration from the University of Omaha in 1964 and obtained a degree in international affairs from George Washington University in 1967 He is also a graduate of the Air War College and the advanced management program at the Harvard University School of Business Administration He enlisted in the Air Force in 1948 entered aviation cadet training in 1948 and graduated the following year with a second lieutenant commission and his wings AIR REFUELING During the Korean conflict he Was assigned to Japan where he participated in combat evaluation of in-flight refueling systems for fighter aircraft In July of 1954 Gen Mullins entered navigator-bombardier training at James Connally AFB Tex and went on to serve 11 years with the Strategic Air GEN JAMES MULLINS Nominated For 2nd Star Command He was assigned to the Republic of Vietnam in August of 1968 I will not tolerate this I will not have a dog who obey the rules I Mrs Claus came in She saw Peako on the bed and laughed need an alarm clock with that She was carrying her wooden spoon and old dishpan which she hit to awaken the elves clank for the she said to Santa But before she could Peako ran into the bedroom He jumped on bed And bed And bed and and and He went from elf to elf awakening them: They got up and rubbed the sleep from their eyes Juniperperper an alarm Jinkersnipes said a wet one at Juniperperper replied licked my you have to wash it this Jimmy laughed The elves with Peako trailing behind them grabbed their tooth brushes and went to the bathroom Juniperperper filled the washbowl and started to wash his face INTO BOWL When he was finished Peako jumped up into the bowl at Johnny said wants to get washed you have to get Joseph said Juniperperper lifted Peako from the bowl and said on fellow go get Santa time for Mrs Claus bent down and! petted Peako on his head a good dog She then started to prepare aj breakfast of honey dipped i oatmeal snowflaky toast! snowwhirl pancakes pitchers of fresh reindeer milk sausage and eggs Mrs Claus said guess it is time to call Santa and the With that Peako ran up the stairs and raced into room ON BED He jumped up on the bed and started to lick face Sputtering Santa awakened and said in the world is going on Oh you Peako How are you this tail wagged back and forth CHAPTER 7 I By BOB BOYLE Mrs Claus always arose before Santa and the elves toj start cooking on a large black coal stove stoking the fire she heard a click click click coming down the stairs Peako poked his head around the door there Mrs Claus said an early Peako pranced into the kitchen and went up to Mrs Claus He licked her hand (Fm afraid for you when Miss Kay Ninh finds out that you escaped from the kennel Mrs Claus said be too happy Miss Kay Nihn is a stickler for dogfood thinks a perper laughed I think Peako likes to be around us more than the other puppies Maybe he will like the snowwhirl see Santa said Santa turned to Mrs Claus HE JUMPED on Bed Miss Kay know why he is Nihn said want to Santa said net get waiting for (More Temorrew).
