4-A MONDAY, FEBRUARY 19, 1996 GALVESTON COUNTY, TEXAS U.N., Iraqi talks close to solution The Associated Press 1 UNITED NATIONS U.N. and Iraqi negotiators have reached a tentative agreement on key issues keeping Iraq from selling oil to buy food, opening the way for Baghdad to export oil for the first time in 5 A years. But sources said the sides remained divided over Iraq's demand that its foreign assets frozen after the invasion of Kuwait, including $800 million in the United States, be transferred to a U.N. account. The two sides met Sunday for a 10th day of talks on a U.N.

offer to allow Iraq to sell oil to buy food and medicine for its people suffering from the international sanctions. Iraqi chief negotiator Abdul Amir al-Anbari said he hoped that the current round of talks, which began Feb. 6, would end Monday. The Security Council imposed the sanctions after Iraq invaded Kuwait in 1990, setting off the GulfWar. It refuses to lift them until it is satisfied Iraq has dismantled its programs to build nuclear, chemical and biological weapons.

Last April, the council offered to let Iraq sell $1 billion worth of oil every 90 days to buy food and medicine. Some funds would be used to pay war reparations to Kuwait and finance U.N. monitoring operations in Iraq. Iraq has refused to accept the offer, saying that U.N.-oontroIled oil sales and food and medicine distribution would violate its sovereignty. Some U.N.

members fear Iraq will buy arms if the oil earnings are not watched. Sources close to the talks, speaking on condition of anonymity, said that the sides have tentatively agreed that Iraqi civilians drawn from all sectors of society would distribute the food and medicine within Iraq. U.N. monitors would ensure that all Iraqis, including opposition Shiite Muslim and Kurdish groups, received their fair share. The sources said Iraq had not ruled out allowing non-governmental organizations such as the Red Cross to play a role.

Baghdad had initially balked at the idea. But the sources said the Iraqis want assets frozen in the United States, Western Europe and elsewhere after the Kuwait invasion to be transferred to a U.N.-administered account, which would be used to pay for the food and medicine. U.N. officials estimate the amount of frozen assets at about $4 billion, including $800 million in the United States. The United States and other key members of the Security Council have insisted that Iraq accept the limited sales plan without significant changes.

The Associated Press Toll from deadly quake reaches 33, rising The Associated Press 4 JAKARTA, Indonesia Police and rescue workers scrambled to count and locate victims after a powerful earthquake struck eastern Indonesia, destroying buildings and whipping up tidal waves that swept hundreds of homes out to sea. "The death toll is now 33, but we expect more because there are some remote areas which are not yet reachable," a meteorology agency official told The Associated Press by phone Monday. All the victims of Saturday's magnitude 7.5 quake were reported on Biak Island, where coastal villages were swept by waves after the quake.

Robinson. She is survived by a daughter, Patricia R. Gimber, the wife of Nicholas A. Gimber; her five grandsons, Gerald A. Gimber and Kenneth E.

Gimber of Lake Jackson, Texas, and Richard W. Robinson, Martin W. Robinson, and Forrest Gerard Robinson II of Houston; one granddaughter, Ms. Laura June Ryan of Houston; and several fourth and fifth generation grandchildren, who live in Houston, Texas. Mrs.

Robinson was a mother and housewife all her life. She was active in all church ministries in the first Baptist Church, Galveston, for 58 years. In her later years, she switched her membership to Highlands Baptist Church of La Marque.
