ST. LOUIS POST-DISPATCH tC July 25, 1947 support the move for a charter for the county was referred to a special committee at a meeting yesterday after members expressed differing opinions on the power of the association to act under its constitution. The committee will report at a special meeting of the association to be held before Sept. 15. Watt, 54 years old, AFL representative in international affairs and workers' delegate from the United States to the International Labor Organization, died last night of a heart attack at sea en route home from Geneva, Switzerland. Watt, who has represented this country on the ILO since the United States became a member of the organization in 1934, attended the ILO conference at Geneva in June.
