Bryant expressed" concerns about how funds would be raised. "I do not want some- thing where we have to ask for donations to get it off the ground-With the situation with the Hub and Phase III (of Millennium Park) we have just about exhausted every means around town to raise money to keep going." If a brass band museum does not become a reality, the city will have to request a change of use from the Department of Interior, which declared the building surplus. The use has to have some tie to recreation.

There is no lack of interest in the building. "A line has formed by people who want to use it," Stevens said. A proposal from Kathy Belcher calls for the Federal MUSEUM from front this project on the front burner," Foreman said. Turning the former post office into a museum will be expensive, Foreman said, because of special needs for lighting, humidity, control and display areas and cases. Plans are to seek contributions locally, through government grants, from brass band '''enthusiasts and from foundations! money from the state will be used to do an architectural study to know exactly what we're talking about," Foreman said.

"Clearly one. of our priorities is to raise the money to pay for renovations." The city acquired the Federal Building when the government declared it- surplus with the understanding it would be used for the museum. Stevens said the city continues to be committed to letting the building be used for the museum. The city's planning goals call for some decision on the museum by June 30 of next year. That's the same time the state grant expires.

Boyle County Treasurer Mary Lynn said the grant must be used before July 1, 2002. The' Building to serve a number of community needs. The proposal was to commission members at the Aug. 27 meeting. Belcher, who heads the commu- nity education program, said many agencies, including hers, have been seeking space.

However, Belcher understands the brass band museum has first chance. Her wish list calls for a conference room community meetings, office space for several non-profit organizations, a clothes closet for the community run through public schools, Arts for Kids and a computer lab for use by the public. Biven advised the commission that any group using the building before a decision is made about the brass band museum needs to understand that they will have to leave when work starts on the museum. Biven said even a temporary use of the building other than as a brass band museum requires approval from the Department of the Interior. The city is paying for utilities and maintenance.

Assistant City Manager Bridgette Milby said the air conditioning will need to be" replaced. grant came to the Fiscal Court. The grant agreement the state requires.the spent following the county procurement code. The museum committee will make spending recommendations to the Fiscal Court, which then approves the expenditure. A similar process followed with the grant to the Wilderness Trace Child Development Center and grants made for Perryville Battlefield preservation efforts.

Stevens said the city continues to be involved because "continuing interest( in the museum) is so important to Danville. We are' putting forth every effort to cooperate with Centre. We're committed to that building being a museum." "There's no other museum like it in the country, but it's a long way from being a reality," Gay told the commission Tuesday Everyone agreed the Federal Building is an ideal place for a museum. "It has the look and appearance of a museum," Gay said. Commissioner ffom Bryant lamented the delay-in getting anything 'done.

He said his Bible gave him the strength and sustenance that kept him going when he was eating raw fish and crudely-cooked pig to fight off starvation, when he was enduring daytime temperatures as high as 112 degrees and nighttime temperatures as low as 34 degrees, when he was battling elements ranging from a relentless sun to a raging flood. Bingham's edition of the Good Book also helped his fellow tribesmen. When the cameras weren't rolling, he and his comrades often would sit and talk about what they were going through. As harrowing an experience as it was for them, they all concluded that millions of people around the world had to endure similar conditions every day of their lives while the tribe had to put up with them for just over a month.

Helping to open their eyes to this comparison, as well as giving them comfort in dealing with their own ordeal, were passages from Bingham's Bible. He said every member of his tribe had borrowed it at one time or another during the time he was there, which ended with his being voted off near the end of the series. "The book became a special source of strength and insight to all of us. We all knew just how special it was during the flooding of our camp," he said of his Bible. "I had placed it on ground a little higher than the rest of the camp and the flood water surrounded it but didn't touch it." Bingham's Bible also had a practical use.

At one point, his tribe was having a hard time finding material with which to start a fire because "everything was so wet after a rain." Well, not everything. "The pages of my Bible were the only dry things around, so I pulled out a few pages in the back and we used them for the fire," he said. While he admits that he has gained some celebrity since "Survivor II" aired last fall a celebrity that has landed him on several TV shows and won him a cameo role and four lines in the soon-to-be released "Gilligan's Island" movie Bingham said he pretty much has returned to his life as a teacher, farmer, husband, father and grandfather in his small, rural northern Kentucky community. Still, he knows millions of "Survivor" fans will forever remember him because of his very memorable nickname, especially fans in the Blue-grass State. He recalled how he got the nickname.

"When the cast members first met each other, we were just getting to know each other's name and were having a hard time doing so," he said. "One of the cast members was trying to get my attention but couldn't remember my name. She could only remember I was from Kentucky, so she yelled out, 'Hey, Kentucky If a certain fan of the show has her dream come true, sometime in a few months somebody may yell out to Ramona Milburn, "Hey, Kentucky Jane!" decided it wouldn't hurt to get a first-hand look at what it's like to be a "Survivor" cast member from a veteran of the second series. She contacted Bingham, a 53-year-old Grant County teacher and farmer turned famous tribesman "Kentucky Joe," and asked him to come to Woodlawn. Alter he and Milburn took part in a photo and autograph session, Bingham talked Wednesday morning to scores of students and staff members in a packed activities center room about his experience on the hit show, and also about how it may have added to his life but didn't change it.

Wearing a T-shirt with his nickname in blue, green and yellow emblazoned on the front, Bingham first stressed that he isn't famous, saying the only real "star" in his life is Jesus Christ. He noted that he is an elder of Crittenden Christian Church, which, as a Disciples of Christ congregation, contributes funds to the Disciples-backed home for troubled children, and that, as a child, he was part of a church youth group that "shot some hoops with the kids here" during a visit. "I have 100 Bibles out there in my car and, after this is over, I will be handing them out to you all," he said. And it was a small Bible like the ones he passed out that kept him going during the 36 days he spent in the outback of Australia during the filming of "Survivor II." "I had one thing with me that I called my 'luxury item' and it was the Bible I brought I think I have proven through my life that I can handle big challenges to the mind and body and tough obstacles that have been put in my way," including family health and financial situations, said the. 25-year wife orKenneth Mil-urn and mother of Melynda, 19, a student at the University of Kentucky, and Jennifer, 14, a student at Boyle County HighSchool.

Evidence of Milburn's love of the series, where things are rough emotionally and psychologically as well as physically, can been seen in her collection of video tapes. "I taped just about every one of the episodes of 'Survivor I' and 'IF and have watched several of them more than once," she said. With "Survivor III" which was shot in Africa already in the can and ready to air this fall, the next opportunity for Milburn is "Survivor IV," whose location remains "top secret," said Milburn. Wherever it is, she said she hopes to be eating bugs, building alliances and beating everyone else to be the last one left standing at the last meeting of the tribal council. Milburn found the application to be a "Survivor" cast member on the Internet earlier this summer.

Following instructions, she filled out a 10-page questionnaire, applied for a general passport and made a three-minute video in which she told producers about herself and her life. And, while it may not necessarily give her any points in the application process, she YTD Name Ex Dlv Yld PELast Chg chg AOLTW NY 38.13 9.8 NY .15 .8 19.22 .12 48.2 AblLab NY ,84 1.6 47 51.42 .42 6.2 Aetna NY 29.65 .39 AGreet NY .40 3.3 12.20 29.3 AmlntGp NY .17 .2 31 78.99 .89 Anheusr NY .72 1.6 24 44.05 .40 ApldMatls Nasd 25 43.82 .06 14.7 AMCC- Nasd 13.89 Ariba Nasd 2.10 Ashland NY 1.10 2.6 8 42.97 .22 19.7 AtHome Nasd 51 ATMOS NY 1.16 5.2 14 22.33 .07 BankOne NY .84 2.4 35.19 .14 BellSouth NY .76 2.0 18 38.35 .55 Boeing NY .68 1.3 14 51.06 .36 BrcdeCms Nasd 71 24.04 CKFBc Nasd .70 4.2 13 16.53 24.7 CSX NY .40 1.1 12 35.08 .27 35.2 Caterpillr NY 1.40 2.7 19 51.34 .17 8.5 CienaCps Nasd 18.30 Cisco Nasd 16.56 Citigrp NY .64 1.4 18 46.21 CocaCI NY .72 1.5 37 48.75 1.05 Compaq NY .10 .8 13.03 Conexnt Nasd 11.24 Comings NY .12 12.98 DaimlrC NY 2.08 4.7 44.10 7.0 DanaCp NY 1.24 6.3 19.79 29.2 DellCptr Nasd 38 21.31 22.2 Disney NY .21 .8 25.52 .11 DonlleyRR NY .96 3.2 20 29.99 .29 11.1 DuPont NY 1.40 3.4 40 41.46 .22 EMCCp NY 1.24 23 15.65 EKodak NY 1.76 3.9 15 45.65 .12 15.9 EDS NY .60 1.0 21 60.19 4.2 ExodusC Nasd 92 ExxonMs NY .92 2.2 15 41.15 .77 FanniMae NY 1.20 1.5 16 78.33 .78 FifthThird Nasd .80 1.4 34 58.46 .25 FordM NY 1.20 6.0 16 20.02 GenElec NY .64 1.6 31 41.20 .59 GnMotr NY 2.00 3.6 23 55.11 8.2 GlblCrss NY 4.04 Harrodn Nasd .60 4.8 25 12.40 HewlettPs NY .32 1.3 28 23.89 Hilton NY .08 .6 17 12.71 .07 21.0 Hitachi NY .97 1.1 84.36 HomeDp NY .16 .3 42 47.01 .01 2.9 Humana NY 20 12.28 .23 Immunex Nasd 57 16.99 .32 Intel Nasd .08 .3 35 27.68 IBM NY .56 .5 22102.65 20.8 JDSUniph Nasd 6.83 JohnJns NY .72 1.3 31 53.65 .37 2.1 JohnsnCtrl NY 1.24 1.7 14 72.66 .46 39.7 YTD Name Ex Dlv Yld PELast Chg chg JnprNtw Nasd 37 14.94 Kmart NY 27 10.42 96.1 Kellogg NY 1.01 3.1 28 32.50 .49 23.8 Kroger NY 21 26.33 LSI Log NY 21.37 25.0 LeggPlat NY .48 2.0 23 23.84 25.9 Lexmark NY 23 50.30 13.5 UllyEli NY 1.12 1.4 27 79.64 .60 LouG5pf Nasd1.25 6.6 19.00 21.6 Lowes NY .08 .2 33 37.88 .26 70.2 Lucent NY .04 6.97 Matsushs NY .61 4.0 15.28. .22 McDnlds NY .20 .7 22 30.00 MtrmdFb Nasd 74 .10 Microsft Nasd 45 59.23 36.6 MSDWil NY .92 1.7 14 52.60 Motorola NY .16 .9 18.11 NasdIOOTr Amex 37.15 NaHCity NY 1.18 3.8 14 30.90 .30 7.5 NokiaCp NY .25 1.6 15.71 NorflkSo NY .24 1.3 19 18.94 .31 42.3 NortelNw NY .04 6.44 Oracles Nasd 32 13.23 PNC NY 1.92 2.9 1665.82 .82 Penney NY .50 2.0 24.80 .30 128.0 Peoplesofl Nasd 53 32.93 PepsiCo NY .58 1.2 30 47.41 .42 -43 Pfizer NY .44 1.1 38 39.48 Pharmacia NY .54 1.3 44 40.60 .09 PhilMor NY 2.32 4.8 12 48.01 .78 9.1 PlacerD NY .20 1.8 11.00 .11 14.3 ProctG NY 1.52 2.0 36 74.29 .27 Qlogic Nasd 33 29,32 QwestCm NY 21.10 .18 RFMicD Nasd 24.35 RJReyn NY 3.50 6.1 3 57.14 .39 17.2 Sanmina Nasd 22 19.36 SchergPI NY .64 1.7 24 38.67 .53 Sears NY .92 2.2 21 42.73 .02 23.0 SPDR Amex1.45 1.3 ...115.55 .01 SunMicros Nasd 42 11.39 Texlnst NY .09 .3 44 33.78 Timbrind NY 11 33.35 USXMar NY .92 2.9 11 31.51 .06 13.5 USBancrp NY .75 3.1 20 24.18 .03 4.0 Unocal NY .80 2.2 10 35.74 Verisign Nasd 39.32 .63 Veritas Nasd 29.40 VerizonCm NY 1.54 3.0 23 50.57 .57 9 WalMart NY .28 .6 34 49.33 .18 Whrlpt NY 1.36 2.0 49 67.89 42.4 WorldCom Nasd .72 13,12.75 .31 Xerox NY .10 9.27 .21 100.4 Yahoo Nasd 11.91 CHECK SKUNK from front from front Funds Pet Mlnlnlt load Invt Total returnrank 12-mo 5-year Total assets Ob) (Smlna) Name NAV 4-wk 3.00 NL 5.75 5.75 5.75 NL 3.00 2,500 3,000 250 250 250 2,500 2,500 up the programming; "We'll still have all that. While it's now clear what caused the problem, neither the IRS nor Fifth Third Bank knows why it happened. And that's a question that probably won't ever be answered, Fifth Third Vice President Tony Schwallie said. Schwallie said he hadn't seen a federal check bounce in his 11 years as a banker.

Hudson said he has no idea of what the check may be worth to someone in the unpredictable curiosities market. It could fetch a couple of hundred dollars as a collectible, said Bruce J. Gumer, owner of Gumer and Co. in Louisville, a dealer in rare currency, coins and jewelry. "I'm sure somebody out there would buy it," Gumer said.
