JEFERSON CITY, Augr. 14 A move to provide more stringent laws relating to the registration of voters in St. Louis was made yesterday by the House Revision Committee on Elections. The committee accepted for inclusion In the statutes being re-, written to conform to the new Constitution, a provision that the law describe and define a residence from which a voter may be registered. The suggestion was made to the committee by Jesse "VV.

Barrett, former chairman of the St. Louis Board of Election Commissioners and non-legislative adviser to the committee. The House group also had a letter indorsing the proposed change from Frank L. Itamac-riotti, present chairman of the St. Louis Board of Election Commissioners, with approval of the board.

The registration statute now In effect specifies that no one may vote whose name does not appear upon the registers as a qualified voter in the precinct where the person offers to vote. Points to Law's Weakness. Barrett said that the weakness of this law allowed persons not In actual residence in St. Louis to maintain voting addresses in the city and left the registration lists open to fraud. He said that persons living in Illinois or in nearby Missouri counties could register and vote in St.

Louis without actually living there. The proposed change adopted by the committee contains a provision similar to the present statute and adds that no person shall be entitled to be registered as a qualified voter except from the place of residence where the person actually resides. Further tightening of the registration laws are contained in the description of a residence. The proposal states that a residence is a place where a family perma nently resides or place where a person with no family generally lodges and keeps his personal effects. Residence is further defined as being synonymous with domicile, permanent place of abode, home and as that place to which a person, whenever absent, expects to return.

Definition of Family. The definition of family given In the proposal sets out that it is a collection of two or more persons living together in a dwelling as a common home and bound by ties of permanent domestic relationship. The committee, after voting acceptance of the proposal, turned it over to the Legislative Research Committee for inclusion in the election laws being rewritten. Held Various Assignments. For seven years after his return to America he had various engineer corps assignments, including an instructorship at West Point, but he resigned in 1926. From then until February, 1941, he served successively as New York State Commissioner of Canals and Waterways and chief engineer of the State Department of Public Works. Then he returned to active duty, as a lieutenant-colonel, in Army construction work, booming in the "defense period. In the theater it was under his supervision that the Ledo road, India-Burma pipeline and B-29 bases were built.

He became a brigadier general early in 1944. Married, he has two sons, one of whom. Peter Buck Farrell, is a West Point cadet, and two daughters. A third son, Thomas a 1942 graduate of West Point, was killed in Anzio beachhead in Jtaly in February, 1913, while serving with the engineers. The family home is at Albany, N.

Y. COY, 16, ACCIDENTALLY SHOT Phillip Eouckaert. 16 years old, the son of Mr. and Mrs. Russell Eouckaert, 5666 Eichelberger avenue, was accidentally shot in the hip yesterday afternoon at a Mississippi river resort at Portape des Sioux.

He was taken to St. Joseph's Hospital at St. Charles. A physician who treated Bouck-eert said the youth was wounded when a small boy picked up a .22 caliber target pistol, causing it to be discharged.
