In that capacity he conducted an investigation of the death of Edward Melendes in a police cell. The Board of Police Commissioners subsequently reported to Gov. Forrest C.

Donnell its "firm conviction" that Melendes bad rot been mistreated by police. Appointed to the department In 1911, Siebels walked a beat in Central District until he was promoted to sergeant in 1927. He served in the traffic bureau, the detective bureau and in several districts, and became a lieutenant in 1932. WASHINGTON, Feb. 23 A $2,000,000 Government program under which balloons bearing food and good-will messages from the United States would be floated over the Iron Curtain to persons In Russian satellite countries was proposed today by Senator Paul H. Douglas Illinois.

In a joint congressional resolution, Douglas renewed previous suggestions that the United States officially sponsor a balloon barrage over Soviet-dominated areas In Europe, taking advantage of prevailing west-to-east winds. GERMAN WOMAN ADMITS POISON DEATHS Of THREE WORMS, Germany, Feb. 23 (A P) Cold-eyed Christa Leh-mann today confessed taking a toll of three lives with poison as she added her late husband to a list which included a woman friend and her father-in-law. She has been questioned almost constantly since her friend, Annl Hamann, 30 years old, died eight days ago, minutes after she had bitten into a bon-bon filled with a deadly insecticide. The 29-year-old, brown-haired German woman told police she had killed her husband by feeding him the same kind of insecticide in milk because she thought her marriage had been "unlucky." "Doctors here advised me not to go," he said. "But I could see no reason why I shouldn't go, I wasn't that ill. One of the doctors here, a captain, asked if he might go along, and I gave my consent.

In the witness room, he gave me some pills. They were simply for the virus nothing more." Zwicker produced a copy of the order he had received from the Department of the Army, covering the discharge for Maj. Peress. The order was dated Jan. 18, and was addressed to the commanding general, First Army.

It had been forwarded, through channels, to Camp Kilmer for Gen. Zwicker's execution. Paragraph No. 1 stated: "It is desired that Maj.
