A Foreign Office survey declared the East Zone is training youth "along military lines set by the Soviet Union and the satellites." Two weeks ago, a Foreign Office statement accused Russia of nearly doubling the size and firepower of East Germany's modern land, sea, and air forces in the last six months. Today's survey, based on intelligence reports seeping through the Iron Curtain into the hands of Foreign Office experts, charged that East Germany "has so far relied on 'voluntary' methods' but there is no doubt when the time is appropriate the full powers of the state will be used to prepare even the very young for the role of soldiers." The survey claimed the six-year-old Free German Youth FDJ) organization now plays an important role "as a training organization to prepare young people for service in the East German armed forces." FDJ members wear blue shirts, black shorts or skirts, and a leather belt, a uniform, reminiscent of the Nazi Hitler Youth outfit. The Foreign Office survey accused three major outfits as being engaged in molding East Germany's children into military fodder: 1.

The FDJ. 2. The "Dienst fuer Deutsch-land. which regiments youth in labor camps for reconstruction work and sees to their "politico-ideological education." 3. The "Gesellschaft fuer Sport und Technik" or "society for sport and technology," which specializes in training markmen, glider pilots, and navy specialists.

Of the FDJ, the report stated: "It's normal activities include rifle practice and field-craft. Even the Pioneers, to which girls and boys between six and 13 belong, are given some rudimentary knowledge in the use of arms and the need for 'defense. The report added "it is also not unknown for nurses to be given shooting practice. At the school for nurses in Dresden it has been made a compulsory subject." The report charged "it can be seen that the efforts to pre-condition youth in preparation for military service are manifold. They start with the very youngest at school in the Pioneers.

Second Floor TORONTO, Dec. 12 (UP) An 18-year-old mother failed to recognize her kidnaped daughter today when police returned the infant to her. Mrs. Doris Bond screamed and fainted when srie answered the doorbell and saw a policeman holding seven-week old Linda Bond in his arms. The child's hair had been cut and her clothes had been changed.

"I didn't believe it was Linda," Mrs. Bond said after being revived. "It hardly looked at all like my baby." Shortly before police returned the child they arrested a young married couple on kidnaping charges when they found Linda in their apartment. Police said the couple, Thomas Blower, 32 years old, and his wife, Beatrice, 24, who have a two-year-old child of their own, would give no reason for taking Linda. Linda was kidnaped yesterday when Mrs.

Bond left the baby in a carriage outside when she entered a grocery. Warrants issued by United States Commissioner Edwin J. Bean charged the four with theft from an interstate shipment and receiving stolen property.
