Parks would have been among the unfortunates if he had not been the Mayor's personal appointee. The nine inspectors first named get 193 a month and the others $75. The inspectors are technically known as turnkeys, and the 73 men are really their helpers, the Inspectors being too aristocratic to carry tnelr own keyes around and. havlne been abie, compelled the municipality to provide them with valets for that purpose. All the turnkeys above mentioned have been ordered to bring their keys back to the office at 1 o'clock this afternoon.

Their successors will be Immediately Installed and their names announced. Following are the hold-over employes of the office, whose fate Is as yet uncertain Charles Ohm. Chief Depu ty Anton Kels-slriB and John F. McMahon, principal clerks; Joseph baler. John F.

Servlere, formerly connected with WesUicke I ott. Is said to be the choice of the Assessor for the position now held by Charles Oum. An end to the long-existing uncertainty as to the outcome of the Eleventh District congressional situation, on the Democratic side, seems to be at hand. State Senator Fred F. Espenchled has been authoritatively asked to mite tiie race, ana while he has not yet given bis consent, it is apparent that he can be persuaded to accept the nomination, and be depended upon to make a gallant and winning fight.

Ills nomination has been broached to a number of tne committeemen, and also to Hon. John J. O'Neill. The latter, when spoken to about It this morning, saKl: "I think the nomination of Espenschled would be one of tbe best that could be made, and I have said so to a number ot my friends. If he Is nominated I shall use every means at my command to secure his election, and shall give my personal services In tbe campaign just as far as my strength will permit." "But what Is your own position with regard to the nomination?" "I say now, as 1 have said before repeatedly within the last two raontUs, that I am in no condition to make that race.

1 think: that this is a serious situation that confronts the Democratic party one of tbe most serious in its history and that this Is no time for any Democrat to flunk. But the trutn is, I am under the care of Dr. Hughes, wao Is treating me for nervous prostration, and I am absolutely unable to endure the excitement and labor of a canvass. I have told various members of tha Congressional Committee the same thing, and have asked them not to consider me In connection with this nomination It would never do to nominate a man who could not get out and make a hard fight, such as Is necessary for the Democrats to win. and I hope the Members of the committee will see this and give tbe nomination to some one else.

I don't know how I could set forth my position any stronger than I have. "As for Espenschled, he Is one of the strongest Democrats lu North St. Louts, is recoiinlzed as a representative Germaa-Amerlcaa citizen and an able legislator. His race for the Mate Senate was phenomenal, and his record there without a Haw. I say airain that I thlnit his nomination one of the notwoend, sulclae.
