'Remember, the sale Coleman Johnson Arrested nd a Peculiar Letter lonud on Illm. At 2 o'clock this morning Eergt. McXamee and Officer Hurley of the Central District saw a man trying to force open the rear side door of M. J. Maloney's "Hole In the Wall" saloon, o.

411 Fine street, and placed him under arrest. At the Chestnut Street Station, where the prisoner was brought and searched, two letters were found on him, addressed to Coleman Johnson, care of general delivery, St. Louis, Mo. The prisoner gave the name of Frank Walker, however, but after some close questioning he admitted that his correct name wa Coleman Johnson. The letters found In his possession were written on the letter heads of the Memphis Detective Agency.

There are two of them, and one has the title of the concern torn from the top. From the letters It was learned that Johnson was Involved In some trouble In Memphis, Tenn. and the Memphis Detective Agency was looking out for his Interest. The nature of the trouble is not. positively known, but It Is said to be a case of assault.

The prisoner refused to say anything relative to the matter farther than he and several others got into a general fight, and clubs were usd. It Is evident that Walker, alias Johnson. lelt the city pending the settlement of the trouble. '1 lie letter which refers to the trouble was written on April 10, last, and bears simply the signature, "I'ryde." The other letter, was written a short while previous tand refers to some mvs-terlous trouble. In which there was no "sugar" and persons, such as "II." and are nsimed only. This one Is signed "II. G. and the title nf tie detectlTe agency Is not destroyed, chief ilarrlgan read the letters and at once detei mined to wire the Memphis officers to see If Walker, alias Johnson, was wanted there.

The letter will also be forwarded to the Mempuis chief of Police for Investigation. For some time Johnson was closeted with Chief Desmond and stubbornly refused to make any statement regarding the trouble In Memphis. After considerable trouble, he llnally said that about Ave months ago he got Into a drunken fight in a saloon with James Moore, a plumber, of Memphis. In the fight he said he hit Moore on the head with a club. After the occurrence he left Memphis and and has been here for five days past.

He admitted receiving the letters from Mr. I'ryde of the Mem phis Detective Agency, and said that Fryile acted as a friend In the matter, he bavin; known him for twenty years. He did not know what charge had been preferred against him In Memphis, but thought It was assault and battery. Johnson will be held here pending an Investigation of the affair by the authorities of Memphis, Tenn. speating about the circumstances under which he was caught by the police this mcrnlng, Johnson said he couid not understand how It happened.

When he was taken back to the station he took sick and was removed to the City Hospital. Tor what reason it does not appear, Duncan was released from that Institution yesterday morning. As soon as he got out he procured a hatchet and went straight to Hattle's home agnln, determined to kill her this time sure, officer itoach was on the lookout for him again, however, and locked him up before tie couid do any damage. Em Would Not Consider a Meeting of Democratic) Judges to Adopt a Flan in ths Light of a Cancna His Argument Against the Ribbon Flan.

It is probable that a plan to divide the city Into new justice of the peace districts will be adopted at the next meeting of the commission of Judges appointed to formulate the rlan of redlstrlctlon. That such a plan will be one specially designed to further the Interests of the Democratic party can hardly be doubted. Judce Henry L. Kdmunfls was seen at the Criminal Court this morning. To the reporter he gave a brief synopsis of his views on the subjact about as follows: "At the last meeting," he said.

"I made a motion to hold the proceedings publicly Instead or In executive session ai before, which was adopted with but little discussion. I am In favor of the greatest publicity being given the matter, as there Is nothing to conceal, and It Is a thing In which the public Is naturally very much Interested. "The two systems under discussion for redlstrlctlon are called the ward system and 'the ribbon system. Accurately speaking, the ribbon system would make the districts run from the river to the city limits, but no ribbon plan suggested yet divides the city Into such districts. "The ward rlan as suggested is more or less a ribbon plan Inasmuch as the short- 9t district east and west would run from the river to Klghteenth street.

I am personally opposed to the ribbon plan for the following reasons It would place the people living la the West l.nd at the mercy of the politicians In the Last llnd. While It Is generally believed that ths reverse would be the case Know that the population along the river front Is so dense as to entirely outnumber the vote in the rest of the district. It is conceded on all hands that the central districts, that Is, those about the Court-house, are bound to be Democratic under any plan, ribbon or otherwise. Iam familiar therefore with those who control the party machinery in the eastern part of the Clstrlct, and I am sure their Influence will always be strong enough to nominate a man of their choice, and such a man is far snore likely to be one of their own number than one from the West Knd. "Tbui, I believe that under the ribbon plan not a single nomination of the character contemplated by the new law would be made.

The added dlftnlty which the law gives to the office should result In the nomination of capable and honorable men. "The ribbon plan Is beautiful In theory, ut In practice would produce the very result Is sought to avoid. Jly Idea Is to make the districts about the Court-house even smaller than has yet been sugeested by any one, because the courts then will necessarily have the creater part of the business. Have the other districts running close to the Courthouse, thus allowing a chance for the elec tlon of resident lawyers as justices. Another reason against the ribbon plan Is the trreat coufuslon which would arise from preparing the tickets and having a proper representation in conventions.

The nominations or Justices and Constables have always lieen controlled by the party machine and awarded to such candidates as In their judgment should have thorn." A RATHER FINE DISTINCTION. Judge Kdmunds then spoke or the proceedings at the last meeting: "Will you kindly explain how It was you came to propose the holding of a party caucus to decide upon a plan?" he was asked. I made no suggestion for the holding of sucli a caucus," was the reply. "On the contrary I have always taken the position that politics should not figure In this matter at all." hat was the nature of your proposal "At the last meeting after the various plans had been sugueted and we had voted upon and rejected every system proposed, and Judges Kieln. Wlthrow and Usher (Ue-publican?) had always voted together, I rose and stated that I saw no prospect of our coining to a conclusion so long as the Democratic Judges present cbuld agree upon nothing among themselves.

That if we were to hold a meeting among ourselves and agree upon a plan we could come here and put It through, we could Induce none of our Kepubllcan -ethren to agree with us I for one would ggest that we five hold a meeting and come a conclusion. The Kepubllcans are unanimous In their lection of a piau. i.ither we Democrats ust reach a similar understanding we must conform to the epnbllcan system. Otherwise we keep on voting and voting for months no further purpose. "Hut would not such a meeting be to all and purposes a Democratic caucus'" "Certainly not.

Our meeting need not icessarlly havu a polltlcaljbearlng, even we are all of the same color. It ould merely expedite matters and save jiuch very valuable time. The holding of a meeting does not mean a plot and there lg no reason why we cannot unanimously formulate a plan as much In accord with our consciences and as free from political issues as wo could with the Kepubllcans present." 'But politics has entered Into the matter right along, lias It "Unfortunately It has to some extent. I have always taken the position that It should have no bwarlng on the matter at all, hence when my Kepubllcan brethren have suggested that such and such a proposed division would not bo fair to the Kepubllcan party 1 have Insisted that such a reason wus no objection to the plan at all and should not be entertained." At this point Judsre Kdmunds was called to attend to his Judicial duties, which had been neglected during the interview, and there-porter was courteously dismissed. DKVOT TAKES ISCt'B WITH MMl'SIU.

Mr. Denis Devoy takes issue with Judge Kdmunds, and says that be regrets when drawing up the bill he did not omit the names of i both Four Courts Judges. hm seen thlsTiiorning he said: The people have been trying to get rid of the contiguous ward plan lor twenty-five years. Any change, no matter whether ribbon plan or any other plan, would, of course, mora than likely relieve us of the present system and Its supporters. They have held on to the present system under the ward plan and will continue to do so until the contiguous ward plans are abolished.
