Opponents said it stifle medical research. At a hastily convened meeting, the bill mustered the minimum six votes needed to clear the Judiciary Committee. The bill now heads to the full Senate, where supporters said it had enough votes to pass.

The bill had stalled in the same committee earlier in the day. The measure has already passed the House, with support led by abortion opponents. But it came to a standstill in the Senate committee after university officials questioned a section of the bill that goes beyond cloning to prohibit a procedure to create human cells in the laboratory. University of Louisville President John Shumaker said no university wants to be involved with human reproductive cloning but therapeutic stem-cell research is rapidly emerging and is an important part of any state's medical research efforts. Shumaker, who is departing Louisville to become president of the University of Tennessee, said the bill would be a setback for medical research and project the wrong image.

"I think it will stigmatize Kentucky and quite honestly it will make it much more difficult for universities to attract high-caliber research talent at a time when we're trying to build our economy and our educational system upon leading-edge medical research," he said. Margie Montgomery, executive director of Kentucky Right to Life, said the bill would not hamper research under way at the two universities but would protect life in its earliest form. Gary Tapp, R-Shelbyville, who originally announced he would not seek re-election to his House seat and then filed as a candidate for the state Senate after redisricting and the announced retirement of incumbent Sen. Marshall Long, D-Shelbyville. In the Senate, Tapp's fellow Republicans turned the legislation into a proposal to give a special exemption from state regulations for a health care facility (in Bullitt County.
