Attorneys representing the Public Utility Commission joined with representatives of the city of Pitts- 1 burgh and the State CIO Council in objecting to the use of average prices between June, 1950 and July 1951 in figuring reproduction estimates. Lloyd Benjamin, Commission Attorney, said it was the Commission's duty to determine the period.

Joseph Rose, representing thej State CIO Council, insisted that one I year was "much too short," nnd suggested a 5-10 year average, Anne X. Edie told Commission Examiner Jay Eiseman that there is every indication prices will remain at current high levels for a period of several years. He drew a quick comment from Miss Alpern.

"Mr. Edie is no more able to read tea leaves than the rest of us," she said. The first hearing on the rate increase ended abruptly in mid- May when the commission ruled that the company support, a proposal to use a one-year price average with testimony by a com- petent economist. The rate Increase asked by Bell has been suspended by the commission for six months to next Sept. 7.
