getting worse and worse At the age of 20 she had me She decided that her best choice was to place me in fos ter care She did it under her own free will the state did not take me from my mother Being in and out of hospi tals makes it hard to take care of your child not mad at her for putting me in a home I think it was one of the best things that could have ever happened to me At the age of 23 my mom had to have her left leg ampu tated That changed her life She then felt worthless and sorry for herself She thankful for anything she was ashamed She started going to a place called Southwood to help her face and deal with her disabilities After she built up her faith she decided it was time for me Around town she was wrong It seemed like her life just to come back home She was scared of what I might think of her that I accept her handicap I guess she was shocked to see that I see her any different than anyone else I just saw her as a human being Now my mom is trying to do everything to succeed at her goals She is 38 now and is doing just that My mom thinks she has no courage but I think she gets more and more every day so proud of her and would never ask for another mom The main thing I have learned about disabled people: They all have courage in them somewhere you just have to search and find it You should never give up on your hopes and or dreams because if you work hard enough they will come true An inmate at the Boyle County Jail was found hanged riday morning Michael Coats 37 of 205 Daisy St Harrodsburg was found at 10:12 am riday by deputy jailers James Bradley and John McKeown according to Boyle County Jailer Chris Hill He apparently had used his shirt and a metal shower enclosure bar in his hanging Boyle County Coroner Dr James Ramey said riday that death was an apparent suicide and that no foul play was indicated An autopsy in rankfort was scheduled to be performed Saturday Coats was found hanged in the only isolation cell contain ing bathroom facilities at the jail There are two other isola tion cells each comprised only of floor and walls The prisoner had last been checked by jail staff at 9:23 am riday He was asleep at that time Hill said Apparently Coats was upset over the death of a friend who had fallen at an out of state construction site Coats told a psychologist who evalu ated him that he had wit nessed the fall Hill said Coats was brought to the jail by Mercer County officials at 5:51 pm Wednesday having been charged with fourth offense drunken driving a felony and driving on a sus pended license which is a misdemeanor Hill said that when Coats was brought to the jail his actions caused deputies to believe that he could be a dan ger to himself and he was placed in one of the two bare the project said the elevator could be added if the project comes in under cost Rollins also used the time with the court to bring it up to date on health department programs He said the number of programs offered increased by a fourth from 1993 94 to 1994 95 and he expects anoth er 25 percent increase in the 1995 96 year Some of the changes at the department include being open until 6 pm on Tuesdays vote was 4 2 with Morris Martin and Edwin Kubale vot ing against Campbell will be on six probation as are all county employees Campbell 39 is a civil engi neer His duties will be similar to those he had when he previ ously worked for the county After he took the Lexington job Campbell continued to do some engineering work for the coun ty by contract There was little discussion by the magistrates before the vote was taken could not I watched her be one person one day and change to a whole different person the next My mom became severely frostbit ten at the age of 3 She lost all of her toes on both feet and was rushed to a Lexington hospital where she lived for five years She had to undergo major therapy and lived her childhood life in a wheelchair where she thought she would spend the rest of her life My mom won a silver and gold medal playing wheelchair bas ketball in the Special Olympics After this she had to learn how to walk again and she did At the age of 8 she was released from the hos pital and placed in foster care She thought since she could walk again that her life was Holiday closing The Boyle County Health Department will be closed on the fol lowing days: Monday Tuesday and Jan 1 2 1996 isolation cells Coats was checked every 20 minutes and deputy jailer McKeown Hill said spent about an hour with the prisoner He was seen by Comprehensive Care psycholo gist Dr Stephen Applegate at 9:28 pm Wednesday accord ing to Hill and jail records Applegate was unavailable for comment Hill said Applegate having been assured by Coats that he was OK advised the deputies to make Coats more comfort able and he was moved from the bare cell to the one which contained bathroom facilities Deputies continued to check him every 20 minutes until Thursday morning when his actions indicated to them that he no longer presented a dan ger to himself an awful tragedy having counseling going on for our deputies that were here a terrible Hill said riday The Danville police depart Campbell will begin work in mid January His office will be at the road department on US 68 outside of Perryville Health Services Included in the total price is design fur nishings and $32500 to Bluegrass Area Development District to make sure the administrative details of the project are handled Health District Director David Rollins said the building will be accessible to the handi capped without the elevator since each level has its own entrance Rollins said it would be rare for a person to visit the department for health and environmental services at the same time Magistrate Mike Montgomery questioned the wisdom of waiting to put in the elevator since it likely will cost more a few years from now Boyle County iscal Court approved accepting the low bid for building a new health department To bring the bid within the amount available for construc tion the court deleted the ele vator bringing the bid to $746200 The low bidder was Isaac Tatum Construction of Lebanon with an initial bid of $769000 Other bids ranged from $810000 to $899000 Several alternatives were bid so adjustments could be made to bring the project within the amount set aside for construc tion The new building will have Eric Shaffer architect for about 11000 square feet com pared to the 2200 square foot building the department is now in In addition to expand ed space to offer medical ser vices there will be a meeting room on the ground level that can be used by community groups The $879700 project is being funded with a mixture of health department funds a Community Development Block Grant
