2 THE ADVOCATE MESSENGER Danville Kentucky Tuesday October 11 1988 Liberty council OKs new zoning regulations new map By BRENDA EDWARDS Staff Writer LIBERTY The City Council approved new zoning regulations and a new zoning map Monday following three years of work by the local planning and zoning commission The zoning regulations show little change in the 66 page ordinance with the exception of adding a public zone for hospitals libraries cemeteries parks schools and professional offices and an 4 zone for multifamily housing The zoning commission also shrunk Cl a downtown commer cial zone where buildings are wall to wall The areas already developed like the blocks on the west side of Hustonville Street north side of Campbellsville Street east side of Middleburg Street and the east side of Cour thouse Square will be left alone Any new construction of commer cial property downtown will have to be set back from the street and cannot be built wall to wall In other matters the council agreed to pay Gerald McQuerry $37000 for property on the corner of Campbellsville Street and Cour thouse Square The action was taken after the council went into executive session The property where a service station was located for several years will be used for private public and paid parking The lot was purchased with funds from the utilities department The council also heard a com plaint from Dwain Atwood who runs a business in an alley off Campbellsville Street where park ing is prohibited After several complaints from people who were unable to travel the one way alley where Atwood parks some of the cars on which he works the city placed park signs along the street Atwood complained that he was losing business because of the parking and asked the city why he was not informed the alley had no parking 31 years ago when he opened his business been very kind to you and you have not Mayor John Grider said signs would not be there if there been so many Grider told Atwood that he had been told about the no parking numerous times Grider said the city has sym pathy with Atwood but that it is the place to keep the city streets open and that if there had not been so many complaints the city would not have said anything Atwood said that some of the cars that park along the alley are not from his business and asked that the signs be removed the signs are not removed have to said Atwood Jerry oster attorney for the ci ty said the alley is less than 19 feet wide and the city is unable to make the alley wider because of buildings Atwood said he needs three parking spaces for his business and Grider said the city would check into the matter further and try to solve the parking problem In other business the council: the city tax rate at 20 cents per $100 property valuation which will generate about $91000 for the city to provide life in surance for city employees and a single plan for health insurance The city has insurance with American Chambers Life In surance Co in policeman Tracy Ray McCourt 39 of Lebanon Route 2 who was accus ed of shooting Danville Police Of ficer John Deering pleaded guilty in a non jury trial last week in Boyle District Court through a plea bargaining agreement He was sentenced to six months in jail to be served at the same time as the sentence he received on forgery charges He has served 14 days in jail and was ordered to serve 16 more days with the re mainder probated i McCourt originally was charged with first degree wanton en dangerment after Deering who was off duty was shot Aug 29 while trying to arrest McCourt The charge was amended to second degree wanton endanger ment after evidence showed that the shooting was due to an ac cidental discharge of gun and McCourt had not intended to kill or injure Deering accor ding to court records elony forgery charges also were reduced to misdemeanor forgery charges McCourt was sentenced to six months in jail on nine counts of third degree forgery charges for forging and cashing checks on his mother in law McCourt also was ordered to reimburse the court $4872 in medical expenses from a finger injury The bone in left thigh was shattered from the shot Deer ing said Saturday from his Marion County home that his doctor has told him that his thigh is healing well but has expressed concern about the condition of the surroun ding muscle tissue Deering begins physical therapy today Randolph runs close 2nd for country music award Although disc jockey Johnny 1 Randolph was not named the 1988 Country Music Association Broad cast Personality of the Year dur ing the award program Monday he was not too disappointed guess just the typical answer was an honor to be But in his usual sar castic tone Randolph added should I say the doggone thing was Randolph a morning an nouncer co owner and general manager of WKLO radio station in Danville heard that he ran a close second lost by two votes I The winner in the small market category was from Texas This was the first time he had been nominated for the honor however WKLO made it to the top five country music radio stations of the year in 1987 The CMA has about 8000 members worldwide At least three had to nominate Randolph to get him to the second round only nine announcers from across the country made it that far Another vote by the membership in July narrowed the number to five Randolph had to submit a biography tapes of his show a list of community service events and letters of recommendation to an anonymous panel of experts chosen from across the country was very nice being nominated actually but I was a lot more disappointed that we get radio station of the year last he said News briefs College questions answered Two toll free hotlines have been opened to answer questions about the cost of a college education The hotlines were set up in response to a Gallup Poll that showed high school students had misconceptions about the cost of tuition and the availability of financial aid The survey conducted as part of Higher Education Week showed that over half of the high school students polled thought that it cost $5000 a I year in tuition and fees to attend a state university The national average is $1566 Another 49 percent of the students thought that they receive financial aid for a private school if their parents could afford a state school The hotlines will be open from 9 am to 9 pm today through Thurs day Admissions and financial aid experts from colleges and univer sities from around the nation will staff the hotlines or admissions questions the number is (800 255 5463 or financial aid questons the number is (800) 422 8728 The hotlines are co sponored by the Council for Advancement and Support of Education and USA Today I Kentucky students and parents also can call the admissions office of any Kentucky college or university to receive answers to their questions about the admissions and financial aid opportunities available in this 1 state Art school shown on TV 1988 School for the will air at 8 tonight on Ken tucky Educational Television Clifford Napier II a Danville High School senior was one of the 150 Kentucky high school students chosen for the three week summer pro gram Napier was one of about 25 students chosen in the visual arts category The program will show the students as they perform in brass wood wind chamber and choral ensembles drama dance and piano duets The show was filmed as 400 students auditioned to be in the program 2 which offers instruction in performing arts vocal and instrumental music drama creative writing and visual arts I Men sought for chorus A male chorus is being formed to perform Oct 20 with the Advocate Brass Band 2 Although the group already has met once it is still accepting members this week The next rehearsal
