LIBERTY Casey iscal Court joined seven other south central Kentucky countiesMonday in an attempt to es tablish a landfill franchise Casey is the eighth county in the Lake Cumberland Area Development District to pass the ordinance Currently there are three landfills in the Lake Cumber land district but with the landfill requirements becom ing stiffer additional landfills yvill be needed within the next two or three years said Benny Garland a representative with Lake Cumberland ADD iscal Court has been work ing on a solid waste manage ment program for the past four years but does not have a site to dispose its garbage There is no countywide gar bage collection in Casey Coun ty Garland said that rural counties cannot afford to build landfills because there is not enough garbage in one county to keep a landfill in operation A committee of county judge executives mayors and other officials has been work ing with Lake Cumberland ADD to get a district wide dis posal area Garland said the committee has visited recy cling centers and landfill sites to get ideas of what is needed in this region Recycling is the trend but it is not the answer he said Landfills are still needed He said the cost for dispos ing garbage at landfills has more than doubled in the past few years because of the changes in regulations The ordinance states that the proposed landfill will not accept hazardous waste tox ics ignitable waste asbestos petroleum waste or hazardous industrial waste nor will it ac cept any out of state solid waste A private contractor will build the proposed landfill at a site that complies with state and federal guidelines Gar land said He said that before the counties are required to have a mandatory garbage pickup the state will have to enact new laws and there must be a place to dispose the solid waste Under this proposal each county will have to decide how to pick up garbage and Lake Cumberland ADD will tiy to find a place for disposing it Garland said Solid waste will be among the things to be discussed when the legislature meets in special session next month Ren Raymond Overstreet said County Judge Executive David Johnson said he had a problem with landfills which are just a way to hide something got to look at other he said What trying to do is to work out the best deal on a long term basis and have the state come in and back us he said Johnson said that not sure that the eight rural coun ties can keep a landfill in op eration on a cost effective ba sis need a large volume of garbage to get into recycling and landfill he said Deaths Trial date set for 150000 customers in the western two thirds of the state Inter County RECC received approval to increase service charges Reconnection charges of $22 during working hours and $50 after working hours were approved The collection charge increased to $22 and $10 is charged for a returned check The changes became effec tive Sept 4 Inter County RECC provides electricity to rural areas of Boyle Casey service charges The Kentucky Public Service Commission has granted a rate increase to Western Ken tucky Gas Co and approved increased service charges for the Inter County Rural Elec tric Cooperation
