"He's definitely coming back," Wings co-General Manager Bob Goughan said yesterday.

"The announcement will be made officially at the (Dec. 18) shareholders' meeting." The Wings eventually lost to the Tides in the Governors' Cup finals, three games to none. Nichols said his primary goals for the Wings in 1983 are to "beef up the pitching, maintain the long ball and come up with a set double-play combination." Smith and Garvey's agent, Jerry Kap- stein, met for more than an hour in San Diego to go over the proposal, and the Padres president said he's hopeful negotiations will resume before the weekend.

"Until they get proposals from all the clubs, we won't be in a position for serious negotiations," Smith said. When asked how he thought Garvey and Kapstein perceived the Padres offer, Smith said, "Until I know what they want, it's hard for me to speculate." But Smith added that he thinks the Padres have a good chance to sign the 33-year-old slugger. "I think San Diego is the best place for him and for that reason I remain optimistic," he said. Garvey, a 12-year National League veteran, became a free agent after he failed to come to terms with his former team, the Los Angeles Dodgers. He reportedly is seeking a five-year con-, tract worth $7.5 million.

Mavericks defeat Warriors, 110-100, Aguirre hits 27 Associated Press DALLAS Mark Aguirre scored 27 points and three other Dallas players scored 20 or more as the Mavericks beat the Golden State Warriors, 110-100, last night in a National Basketball Association game. It was the eighth consecutive road loss for the Warriors, who also have lost eight of their last nine games and have fallen to 5-12 for the season. The Mavericks (8-7) never trailed after taking a 54-53 lead late in the second quarter but had to overcome a 40-point performance by Golden State's Purvis Short, who has scored 80 points in his last two games. The Warriors World Free, the NBA's sixth leading scorer, did not play because of pulled hamstring he suffered Tuesday night in Golden State's 110-98 win over Phoenix. And Joe Barry Carroll, who scored 30 points for the Warriors, had to leave the game with a twisted left ankle with 9:49 to play.

Carroll had 20 first-half points, including a stuff shot that gave Golden State a 51-48 lead with 3:34 to play in the half. According to Top Rank, the promoters of the card, Bernardi is 22-8-1 with 16 knockouts.

This is the same Bernardi who two years ago lost a split decision to Tony Simpson. Simpson is currently the No. 1 middleweight contender. The main event of the night will feature ESPN's heavyweight champion James Broad against Mike Kornanicki. DeJesus, the self -proclaimed Genesee Flash, took what looked like a major step in his young professional career when he deci-sioned Suero back in June.

The victory was no fluke. Suero has come back and is now one of the hottest fights in his weight class. But after the victory, DeJesus disappeared from the boxing scene and hasn't fought since. Family problems and a mild dispute with his new manager, Tony Graziano, apparently set back his boxing career. At one stage early in the fall, there were reports that DeJesus was even seriously considering retirement, Graziano said yesterday that DeJesus was "sick a number of times." But now, he added, "he's back in shape and looking very impressive.

His appearance on ESPN will be the second for a Rochester-area fighter in three month In October, Geneva junior middleweight Rocky Fratto headlined an ESPN The bout was supposed to be a major catalyst in Fratto's career; instead, it turned into major disappointment In losing a 10-round decision to Scan Mannion, Fratto looked passive and uninspired. While damaging to his career, the loss may have served a longer-range purpose, because Fratto has since left Geneva, abandoned his training camp in Syracuse and set up in Villand, N.J., where better sparring partners are available.

It wasn't just the right move, it was the only move if Fratto is going to revive his boxing career. The loss was Fratto's second of his 29-fight career. Graziano, who also manages Fratto, said he is working on a late January or early February NABF title defense for Fratto, possibly against Tony Ayala. "I'm shooting for a fight against Ayala," Graziano said. "I was supposed to hear from his people this week." Ayala recently knocked out Carlos Her-rera of Argentina.

The Ayala camp, however, apparently is also awaiting the results of the WBA junior middleweight title fight between champion Davey Moore and Gary Guiden. Nobody Asked, But: Why doesn't Syracuse Coach Jim Boe-heirn go for broke this season and build his offense around Leo Rautins? Rautins is unquestionably one of the finest talents in the Big East; at 6-foot-8, and a guard, he's got NBA credentials. There's little question that this Syracuse team, while competitive, is not of George- town or Villanova fiber. The Orangemen lack the big center. But that weakness might be hidden if Boeheim decided to go with his best hand Rautins.

The senior from Canada is one of the mo6t remarkable shooters and passers in the conference. Trouble is, he does too much passing and not enough shooting in the current Syracuse setup. He's averaging just 11 shots a game. Boeheim's system currently is built around his three seniors Rautins, Erich Santifer and Tony Bruin. That's fine.

The Orangemen don't figure to be embarrassed depending on all three. It would be a gamble, but if Rautins were made the fulcrum of the offense, Syracuse the-darkhorse might weU surprise even Georgetown and Villanova in the Big East race this season. If the offense were geared around Rautins taking 20 to 25 shots a game, the pressure certainly would be eased on the outmanned centers, Andre Hawkins and Sean Kerins. For this SU team to even hope to challenge for the Big East title, Rautins has to average more than 20 points. And he's capable, if given the Greg Boeck is the Democrat and Chronicle sports columnist.

Rochester Zeniths' Coach Mauro Panaggio is a man of many season, he'll probably reveal his intensity, as he has in the emotions. In the 1982-83 Continental Basketball Association past. Their problems began four days before the season on Oct 6, when both players were sent down to Rochester from the parent Buffalo Sabres.
