AN HBO spot featuring chimps reciting lines from some of Hollywood's memorable films is the winner of the first Emmy Award for a television commercial. In the non-televised prelude to next Sunday's awards show, NBC received a leading 15 Emmys, followed by CBS and Home Box Office with 10 each.

ABC received five awards, while Fox and PBS each had four. Some critics had called the HBO spot unseemly because of its use of the animals and the name of scientist Jane Goodall. She had stipulated that no chimps who were trained or circus animals could be used. The new Emmy creative arts category itself came under attack as the East Coast television academy tried to stop the West Coast academy from giving it. An arbitrator ruled the award could be given.

Acting trophies at the ceremony went to Mel Brooks, Carol Burnett, Pruitt Taylor Vince and Dianne Wiest. Emmys in 28 major categories will be presented at 7 p.m. Sunday night on Channel 4. The channel isn't following TV tradition. Out are the studio audiences, setups and punch lines, the laugh track and the studio back lots. In are on-location shooting, lesser-known comics turned actor-writers and a sitcom shot on film, a truly different look for television. It combines the rough edges of old home movies with the professionalism of independent films.

Out also are the backdrops of New York, Los Angeles and Chicago. Along with the rest of the Lone Star State, Austin in recent years has drawn much attention from major moviemakers and big-screen stars. The city offers a downtown skyline, state capitol, classic courthouse, major university and night life to back up nearly any production. The city's Sixth Street, along which countless bars and nightclubs are squeezed, is well known across the region, and in the self-proclaimed live music capital of the world, local and nationally known bands can be heard on any given night. The young, hip and eclectic side of the state's capital shines behind the three main characters of "Stories." Now you're in Austin, the set and home of "Austin Stories," which is MTV's latest swipe at the pillars of television networks. "Stories," which premieres at 9:30 p.m. Wednesday, gives to the 30-minute sitcom the same jab "Remote Control" gave to game shows, the attitude that "Grind" showed 'American Bandstand," and the life that "Week in Rock" breathed into news shows.
