Capt, Joyce last night detailed Officers Stinger, Bradshaw, Hennelly, Sloan, Hurt and O'Brien in citizens' clothes to arrest all fallen women on Washington avenue from Sixth to Twelfth streets. The result of the raid was thirty arrests, most of them were white women. One of this number, who gave her name as Emma Kirk, had been in the station but a short time when two little tots, the elder only 5 years old, marched into the station and asked Sert. Grady for their They proved to be Emma's children, and she told a pitiful story of want and, privations. How that inability to secure work had driven her to a life of shame to support her little ones.

The facts as afterwards found are that she is married to a man who is perfectly able and willing to support her, but she prefers a vicious life to the comfort and protection of a home. Nearly all the cases against the women captured were continued this morning before Judge Paxson. A few old offenders who could not give bond were fined $10 and sent to the Work Housd. There will be no cessation of the vigorous enforcement of the order issued by Capt. Joyce last night.

No lost women will be tolerated in that vicinity, and they must again find another locality. Circuit Court News. Adella McPherson, executrix of the estate of J. H. Ferguson, filed suit against the Ozark Manufacturing Co.

The Western Union of Insurance Mana gers held its final session Saturday and tha greater majority of the members will leave for home at once. It is claimed that the union has taken no radical action of any kind during: the present session and that nothinsr but harmony has been the rule. While nothing of a positive character can be learned, owing to the secretiveness of the members, it is known that about twen ty members of the union failed to attend the present meeting- and it is also learned on pood authority that there has been a bit ter tight at every session ol tne union, fight which has not yet seen its end. In fact at tne next meeting of the union at xsia para Falls in September the union is very likely to sro to pieces upon the rock wmcn nas already so nearly shattered it. The trouble has all grown out of the question of commissions.M The mode of procedure prior to March, 1894.

was for local agents to make their own terms with the companies they represented as to commis sions. Rates were the same, but the com missions varied according: to the influence and business capacity of individual agents. About that time, however, the Western union passed a rule tnat tnereaxter com missions should not be paid in excess of 15 per cent. The St. Louis Hoard of Ire Vn derwriters strongly opposed this rule at the time, but, under the whip, passed the same rule.

However, the St. Louisans have failed to live up to it and agents are now receiv ing whatever commission can be obtained in excess of that figure. Several local agents represent both Union and ron-Lnion com -nanies and the Western Union, it is stated is now trying to force local agents to either conform to the rule of practice in regard to IB per cent commission or to give up their Non-Union companies, the real object of the resolution being to force the outside companies into the union. This question has beeen argued at the present session of the union and on it is based the fight, which is very bitter. One feature of the fight has beeen the dis covery that several of the companies in the Union have not themselves lived up to the commission rule as they found it would result in loss of business to them, the local ajrents verv naturally turning all the busi ness they possibly could into the non union companies.

From authoritative sources it is learned that the Western Union is in more danger of being broken up by the local board of fire underwriters than the reverse. The local agents claim that this new proposed rule of the Western Union is in the nature of a conspiracy. The same rule was passed by the r'acinc joast union ana, it is saia, a suit for conspiracy has been brought against that union. VISIT0BS IN THE CITY. Harris R.
