XFTW YORK, Oct. 14. Attention In stock market circles has continued centered on the money outlook for the week. AVith a few exceptions prices are lower, after having been temporarily higher when announcement was first made of the decision or the Treasury Department to anticipate the Government interest payment for the whole fiscal year. Further study of the terms of the offer and of the probable proportion of all the holders of (iovernment bonds, who wouid avail themselves of the offer, brought disappointment to the minds of the speculative contingent.

The relaxation of the local money stringency was not eflicacious in counteracting the sentiment, as the causes were seen to be temporary. The strong upward tendency of sterling exchange gave warning that anything like ease of money here would bring demands for gold exports to London. The state of war, which developed in the Transvaal, was of almost no effect and seemed to have been thoroughly discounted. FOUGHT THE HEALTH OFFICER. Downtown Family Protested Against the Red Placard.

The next time Dr. Alexander Montgomery of the Health Department wishes to place a placard warning the public of spinal meningitis on the home of Jacob Kaplan at 722 Carr street he will take a squad of police along with him. He attempted to perform that duty Friday, but was compelled to call In five policemen for protection before he accomplished his purpose. A 6-year-oM daughter of Kaplan has spinal meningitis and as soon as the Board of Health learned of it Dr. was sent to post the placard.

Kaplan protested and war was soon declared. Dr. Montgomery went to the Fourth District Station and secured a bodyguard, with which he returned and accomplished his work. But most of the Kaplan family were arrested first. They axplained that they feared the sign would have an evil effect on their daughter.

The neighborhood shared their fears and the sign was re moved by an unidentified person a few minutes after Dr. Montgomery and his bodyguard had gone. FINE POINT OF LAW DECIDED. Judge Adam's Opinion in Case of Bankruptcy. An interesting point In a bankruptcy case was decided by Judge Adams Saturday.

On April 24 Ernest C. Jones and Maurice H. Cook filed a petition, naming, among other creditors, Mrs. Ada Jones and J. Kp-stein, to each of whom was owing $1000.

The notes for the amount in question were indorsed by the petitioners only a month previous, when, the courts holds, Jones alld Oook were practically insolvent. Judge Adams contends that as Mrs. Jones is the mother of E. O. Jones, Epstein a brother-in-law to the other petiuoner, they were aware of that fact.

He therefore rules they are not entitled to the money, and can only enforce claim against Jonos and Cook, provided the latter have individual estates. HE HAS HUSKING PEGS NOW.
