Ilenry Mike, a negro, escaped from the penitentiary with five others on the 20th ol present month Four of them were captured, but Mike and one other escaped. A Dispatch reporter visited the Mechanics' I-lschange morning and conversed with a number of the leading mechanics in reference- to the President's veto of the Finance bill. They were not at al! reluctant to express their views, and the general impression is that the veto has bad a depressing effect on the building interests of the city.

a Dull Day at the Capitol The Ex citement Over the Veto Entirely Subsided. (Special to th St. Louts DlspateU.) Washington, April 29. This has been a dull dav in both Houses of Congress. The House discussed languidly this morn ing the bill defining the rights of AMERICAN CITIZENS ABROAD, and then took up the Indian Appropriation bill.

The House concluded, however, later, to into a discussion of the Louisville and Portland canal bill, but did not dispose of it. To-morrow the Civil Bights bill is to be taken up. The city is full erf rumors about the Dis trict Investigating committee having uu-masked some startling information relating to members of the board of public works. The committee has been in secret all day. No further developments have been made concerning tne aitairs or tue rreeumens bank.
