Ballinger is to step down and out about Sept. 15, according to the news that has leaked from the summer capital, but the resigns-, tion of the Secretary will come in the usual way and with as much grace as possible. Of course, Ballinger is to have a clear bill by the committee which investigated the affairs in connection with the Ballinger-Pinchot controversy, SQvjg may retire from public life with clean skirts. Ballinger's term of office would expire with that of the President, in March, 1913, but it has been deemd advisable for the Secretary to quit this year, thereby relieving the party of much embarrassment which certainly would face the organization if Ballinger should remain in the cabinet. Ballinger isn't to be the only big man in the ranks of the G.
