Porter had not seen the new documents. "I really don't know how they can prove that the money was used for non-humanitarian purposes," said Porter, who noted the charity is charged only with violating the Iraqi embargo. In an affidavit, IRS special agent Mark Sweeney said the uniform, book and videotape were "pertinent" to the case because "they evidence activity in Iraq" and showed Help the Needy money was being spent on something other than charitable causes. counts of tax and health care fraud.

A U.S. citizen born in Iraq, Dhafir has not been charged with terrorism crimes, although prosecutors continue to investigate him for possible links to terrorist groups or causes. The doctor has been jailed since his arrest and denied bail three times. Dhafir's attorney, Devereaux Cannick, was not immediately available for comment, a secretary in his office said Monday. Federal prosecutors had previously revealed the discovery of the Iraqi military uniform at THE ASSOCIATED PRESS SYRACUSE A book containing Iraqi military information was found by federal authorities investigating a prominent Muslim doctor charged with setting up an unlicensed charity and illegally sending money to Iraq.

The book was found in the pocket of an Iraqi military uniform, which was among the items seized by authorities from Dr. Rafil Dhafir's home, The Syracuse Post-Standard reported Monday. The book contained a roster of Iraqi military officers, their Dhafir's house, which bore the name of Muhamed Ali Jalal Al-kanan. The search warrant report said Internal Revenue Service investigators also found a videotape labeled "Assassination of Egyptian Nuclear Scientist Working with Iraq" at Dhafir's home. Another part of the report said Dhafir acknowledged the charity was a "cover" for other activities on a surveillance tape made at a Help The Needy trustees meeting in August 2002.

Attorney Scott Porter, who represents Help The Needy, said ple in to these kind of events, then they want to come back and spend more time." The boom in tourists also has resulted in an increase in funds to the Gracie Mansion Conservancy. The conservancy received $42,200 in 2001, but that number skyrocketed to nearly $1 million in the first nine months of 2003. The money comes from tours, individual donations, Gracie Mansion attracting more tourists THE ASSOCIATED PRESS NEW YORK Tourists are adding Gracie Mansion, the official mayoral residence on Manhattan's Upper East Side, to their must-see list in New York City. BUFFALO World War II vet finally honored For 59 years, Thaddeus Cyran has held on to the shrapnel that pierced his body during World War II, a badge of his service.

Now the Air Force veteran has a Purple Heart, presented to him Monday by Rep. Jack Quinn, R-Hamburg. "A lot of our servicemen and women serve today because of what you have done," Quinn said before pinning the Purple Heart to Cyran's sweater. Cyran, 80, displayed the shrapnel pulled from his back and recalled the September day in 1944 when an enemy plane exploded underneath his bomber as they flew over Hanover, Germany. Cyran ended up in the back of his plane, floating in gasoline and shouting to the crew not to fire their guns.

Cyran said he spent the next several years recuperating and didn't take the time to request the medals due to him. But his daughter, Susan Czajka, thought it important that Cyran's grandchildren see the medals and understand the history. BELLMORE Lawyer says try players as adults A Pennsylvania prosecutor said Monday that he will seek to have three high school football players from Long Island tried as adults on charges that they sodomized and hazed younger teammates at a preseason training camp in Pennsylvania. "The crimes are so horrific," said Wayne County District Attorney Mark R. Zimmer.

"The impact these crimes have had on the victims and on their families is too terrible to consider." The accused players, two 16 and one 17, allegedly sodomized a 13-year-old and two 14-year-old boys with a broomstick, pinecones and golf balls. A hearing was not immediately scheduled on Zimmer's motions to have the teenagers tried as adults, and he didn't identify the three. Zimmer said they weren't in custody but were expected to surrender to Pennsylvania authorities within the next week. The Associated Press this year grants and gift shop revenue. The probe will focus on everything from the process of choosing a candidate to quality assurance, William Van Slyke, a spokesman for the state Health Department, said Monday.

"We are investigating the program from top to bottom," Van Slyke said, adding that "This is a very, very troubling admission." The suspension followed an audit by the United Network for Organ Sharing, which administers the national transplant program. UNOS alerted Albany Medical Center last month that the majority of medical records of the 45 heart patients classified as most critically in need of a heart transplant were at odds with information received by the organization. The audit covered medical records from January 2001 to March 2003. After an internal investigation, the hospital halted the program for up to a year and suspended Drs. Charles Canver, a transplant surgeon hired in 1998 to establish the program, and Lawrence Zisman, a transplant cardiologist.

Since the Albany program started in April 2000, 88 patients have received new hearts. Of those, 72 percent survived the operation, according to hospital spokesman Greg McGarry.
