By DON BRYANT News-Herald Staff Only a handful of students remain in Val Verde County today that are under the supervision of County School Superintendent Mike Fernandez. Before assuming office 10 years ago, Fernandez was teaching in the Lamar Junior High School in the old San Felipe Independent School District.

He is now serving his third term. The county superintendent is the immediate supervisor of all matters in public education in Val Verde County with the exception of independent school districts of 500 or more scholastics. The lone district excepted is the San Felipe Del Rio Consolidated Independent School District. The trustees and administration of the Comstock Independent School District (which has less than 500 scholastics) run their school but make their state reports through the County School Board and County Superintendent. The only common school district left in the county today is Juno Common School District No.

4. The Langtry Common School District and the Pandale Common School District consolidated a few years back with Comstock. The former Loma Alta District consolidated with the pel Rio district. Some of the pupils attending Comstock and Juno are taken to school by bus and from more remote areas are handled by private transportation. A duty of the County School Superintendent is to write up the budget for the Juno district, which for some time has had only seven to 13 scholastics enrolled.

He also sets up the school calendar which is now operating under the quarter system. Another duty is to hear appeals from independent school districts and it has been more than three years since the last appeal. The board and superintendent are also charged with the duty of approving all bus routes for all schools. At the present time there are not enough busses for Del Rio but he praised the fine job that was being done. Fernandez said the board must also classify school from pre-kinderprden through high school levels.

Fernandez said future of the schools faces tremendous future problems as the population out in the vast ranch areas as far as 70 to 90 miles away and some even more, is diminishing. He said it was his opinion the smaller schools would be forced to consolidate throughout the sparsely-settled areas of the county and state "as they run out of money and students," One difficulty now facing the office in conduct of business is the difficulty of getting the five- member board together for regular meetings. "The five-member school board is electecd county-wide with two trustees elected every two years and on alternate years three are elected. The members are Jose de la Garza, Del Rio, Precinct One; Jack Brown. Loma Alta, Precinct Two; Nelson Schauer, Comstock, Precinct Three; Ross Foster, Langtry, Precinct Four and Dr.

Allocations were made to prime sponsors authorized to operate CETA programs in fiscal 1977. These are states, cities and counties of 100,000 population or more and con- -sortiums (or groups) of these smaller units of general local government. Val Verde County is listed in a group of other smaller Texas areas that has a total civilian labor force of 222,696. Val Verde County has a civilian labor force of 9,312, has 1,321 unemployed with an unemployment rate of 14.2 per cent and a fund allocation of $50,758. Maverick County with a labor force of 7,515 has 1,525 unemployed for a rate of 20.3 and an allocation of $58,596.

Zavala County with a labor force of 3,875, has 599 unemployed for a rate of 15.5 and an allocation of $23,016. The funds are part of a national allocation of $320 million to support public service employment under Title II of the Comprehensive Employment and Training Act (CETA). The $320 million is 80 per cent of the $400 million Baptists Open Uvalde Office The 26 Southern Baptist churches that are members of the Del Hio-Uvalde Baptist Association held open house last Sunday afternoon to mark the formal dedication of the assocation's new office building in Uvalde. The newly-completed associationa! home is a 640- jqusre foot building housing the missionary's office, secretary's office and storage room. District missionary is Jack Calk, son of Mr.

and Mrs. J.P. Calk of Del Rio, a family long active in First Baptist Church of Del Rio. Moderator of the association for the piwent term is the Rev. Joe Walts, paster or the First Baptist Church of Del Rio Located at 135 Ftont St.

The Association encompasses region of over 11,000,000 acres, sight counties and 14 communities. There are at member churches, all being part of the Baptist General convention.

The approximate membership of the cooperating churches is O.SM. appropriated under Title 11 of the Act for the year ending Sept.30. 1977. The remaining $80 million is discretionary money and will be allocated later. for public service fobs funded under Title II must be residents of an area of substantial unemployment and must be either underemployed, or unemployed for a period of 30 days, before applying.

Special consideration will be given persons who are the most severely disadvantaged in terms of the length of time they have been unemployed and their prospects for finding employment without Title H's assistance. Special consideration also will be given veterans, welfare recipients, and former manpower trainees. The allocations were calculated by using the three highest consecutiye monthly unemployment rates above 6.5 per cent among the latest 12 months for which data are now available-June 1975 through May 1976. Rites for Edward Andrew Nebb, 37, will be held in Stayner, Ontario, Canada, probably Saturday. Nebb died in the crash of a small plane on the Tuffy Whitehead ranch Sunday.

The body was taken overland in a Don's Funeral Chapel coach today to be flown to Stayner for burial there. Nebb was born Feb. 1, 1939, in Canada. He was a car and plane salesman, self employed. Survivors include his widow, Mrs.

Patricia E. Nebb of Wasaga Beach, county of Sincoe, Ontario, Canada. She came to Del Rid to make funeral arrangements.
