INSTEAD, THEY OPTED for one more round of testing, and found the new evidence suggestive of industrial dumping. Among the findings: Water thought to be leaking from the dump's fill material in several spots contains chemicals that may be from industrial wastes. Samples taken in May at two spots in the western part of the dump show levels as high as 20 parts per million of mixed chemical compounds. Earlier testing had found lower levels of some chemicals in ground water below the layer of fill. Because there was barium mixed in with the radioactive thorium in the three caches, DEC officials speculate that it is possible there is thorium present in the other spots where the barium has been found. That's just telling us there may be a connection" between the barium and thorium, said Michael Khalil, the DEC regional office's top hazardous waste official. Although the city is hopeful that further study will document there is no threat from contaminants, Doherty acknowledged that the opposite could happen. The city also has said it will remove old ash from a long-closed city incinerator on the dump site, and study whether there is a need to monitor or vent natural gases that could be building up under the site from the decay of refuse. Doherty said removing the ash, which already has begun, should cost less than $100,000. "I think it's a reflection on the character of the man that he didn't serve his country," Rinfret said.
