N.Y.. WEDNESDAY. FEBRUARY 13, 1991 Ex-NYC Mayor Wagner dies 1969. In 1972 he served as state chairman for Sen. George McGov-ern's presidential campaign and was executive director of the Democratic state committee in 1976.

A year later he became vice chairman of the bi-state Port Authority, which operates bridges, tunnels and transport operations in New York and New Jersey, a position he held under Koch and president of the Board of Education. A graduate of Yale University, Harvard Business School and the School of International Relations at Geneva, Switzerland, Wagner had his first political success in an Assembly election in 1937. Wagner left the Assembly to join the Army Air Force in World War II, emerging as a lieutenant colonel with six battle stars, the Bronze Star and the French Croix de Guerre. He returned to politics in 1945, serving in a series of unglamorous city posts that gave him an extensive knowledge of city operations. He was elected as Manhattan borough president in 1949 and mayor in 1953.

Wagner's mayoralty was marred by race riots, acrimonious waterfront and newspaper strikes, police scandals, school boycotts by blacks and a water shortage. Also during his terms, the Dodgers moved to Los Angeles and the Giants moved to San Francisco. But among his credits were getting Shea Stadium built, saving Carnegie Hall, keeping the subway fare at 15 cents for 12 years, establishing Lincoln Center and bringing Joseph Papp's free Shakespeare to Central Park. Wagner is survived by his third wife, Phyllis Cerf Wagner, whom he married in 1975; both sons; and two stepsons. His 1965 marriage to Barbara Cavanagh ended in 1971.

Wagner, who led the city from the strict rule of party bosses to a more open political process, died yesterday. He was 80. "New Yorkers have lost one of the best friends we ever had," Mayor David N.

Dinkins said. Police and city ambulance workers were called to Wagner's East 62nd Street home at 3:30 a.m. He was pronounced dead of apparent natural causes at the scene. Wagner became mayor of New York in 1954, backed by the Democratic Tammany Hall machine. Despite criticism that he was slow to react to problems, Wagner rallied liberals, beat the bosses and remained in office through 1965.

His three terms as mayor were a record matched only by Fiorello La-Guardia and Edward I. Koch. Wagner opened the political process, and blacks and Hispanics began to emerge as forces in city government. But the race riots of the early '60s marked New York as well, and Police Department corruption remained largely unchecked. Wagner tearfully announced his decision to forsake politics in 1965 to fulfill a promise made to his wife, Susan, who died a year earlier of lung cancer, that he would care for their sons, Robert Jr.

and Duncan. He then practiced law. But politics was too deeply embedded in Wagner's life. He tried and failed to return to City Hall in OBITUAMES Stephen Persia, was sports star Twenty-seven years ago, Stephen "Tim" Persia had one of those nights that stick in the minds of area sports buffs. As a junior at Holley Central High School, he averaged better than 28 points a game that basketball season.

But he saved his best for the evening of March 11, 1964. The record still stands. Persia died almost instantly at age 43. "He was an excellent friend, a great father, and loved by everybody who knew him," OToole said. "Well all miss him." After high school, Mr. Persia attended St. Bonaventure University.

He played some basketball but was injured during his freshman year, OToole said. Wagner's greatest unrealized ambition was to capture the seat his father held for 23 years. He ran for it in 1956 but lost to Republican Jacob K. Javits. Born in the Yorkville section of Manhattan, Wagner married Susan Edwards, sister of a Yale classmate, in 1942. One of their two sons, Wagner's namesake, has served as a city councilman, chairman of the City Planning Commission, deputy mayor at Bonaventure, enough so to attract professional interest, OToole said.

Yet his record-setting high school performance stands out in the minds of many who saw and played in that game. Larry Bump, a former Democrat and Chronicle sportswriter who lives in Rochester, played for Dundee that night He did not relish the idea of guarding Mr. Persia, he said. "He pretty well had his way with us," Bump said. "We played man-to-man and zone (defenses), but I don't remember him missing very many shots.

It was about as good a performance as I've seen." A Rochester native, Mr. Persia later moved with his family to Holley and most recently lived in Spencerport He served as a lieutenant in the Army during the Vietnam War and received a Bronze Star. After the service, Mr. Persia started his professional career at Eastman Kodak Co. He later received a master's degree in business administration from Rochester Institute of Technology and had been working as director of financial reporting at Kodak.

Mr. Persia also coached Little League baseball and soccer and was active with youth sporta in the Spencerport area, family members said. Besides his son, he is survived by his wife, Barbara, and two daughters, Julia Anne Persia and Mary Margaret Persia, all of Spencerport; and a sister, Carol Olson of Cortland, Cortland County. House, 87, a leader of the Avon and Livingston County agricultural community for many years, died Feb. 6 in Atlantis, Fla. He lived part of the year in Avon and part in Florida. A third-generation owner of the Crescent Lea Farm in Caledonia and York, he began as a teen-ager to take an active interest in agricultural organizations. He held offices in the Farm Bureau, the Extension Service, and in local, county and state Granges.

He was a 50-year member of the New York State Holstein Association and the Dairy-lea Co-op. He also was a past master of the Avon Springs Masonic Lodge, and a life member and holder of many offices in Avon United Methodist Church.
